IT'S ONE OF THE FIRST BIG REZONINGS WE'RE GONNA DO IN THE TOWN OF, OF PROPERTIES.
UH, BASED UPON THE CONFERENCE PLAN, THOSE PROPERTIES INCLUDE, AND CINDY HAS BEEN, AND THE LEGAL DEPARTMENT'S BEEN WORKING ON THE MAILING ADDRESSES FOR THE LARGE MAILING THAT'S GONNA HAVE TO OCCUR.
THESE PROPERTIES ARE ON, THEY'RE MOSTLY INDUSTRIAL PROPERTIES IN THE TOWN THAT ARE MISS ZONE.
WE HAVE PROPERTIES ON CAMP ROAD, UH, JUST BY THE CEMETERY.
THERE USED TO BE A BENDERSON INDUSTRIAL PROPOSED INDUSTRIAL PARK THAT IS NO INDUSTRIAL PARK, I BELIEVE FEED NEW YORK.
WESTERN NEW YORK HAS BOUGHT PART OF THAT.
WE WANNA REZONE THAT FROM INDUSTRIAL TO MATCHES.
UH, THE OTHER BIG ONE IS, WELL, THEY'RE ALL BIG, BUT AS AROUND WHERE THE, UH, ASPHALT PLANT IS PROPOSED, THE OLD CONCRETE FACILITY, THERE ARE AT LEAST A EIGHT PROPERTIES IN THERE THAT ARE ZONED EITHER N THREE OR M TWO.
THOSE HAVE BEEN IDENTIFIED AS COMPLETELY MISS ZONE, AND WE'RE PROPOSING TO REZONE THOSE TO THE NEW MU ONE DISTRICT.
UM, THAT ONE, AS YOU KNOW, MEGAN'S GONNA HAVE TO, UH, RECUSE HERSELF ON BECAUSE, UH, HER, YOU, SHE AND HER HUSBAND OWN A PIECE OF PROPERTY IN THAT AREA.
UM, THOSE ARE GONNA BE REZONED.

SO THAT'S KIND OF WHERE WE STAND WITH THE INDUSTRIAL REZONINGS IN THE TOWN.
UM, THERE MAY BE FUTURE INDUSTRIAL REZONINGS, BUT THOSE WILL BE DEPENDENT UPON THE RESULTS OF YOUR LWRP AND YOUR BOA STUDY THAT YOU'RE PRESENTLY OUT WITH A RFP ON TO DO A STUDY OF THE AREA BY BLAZEDALE.
AND THE LWRP COULD COME BACK WITH ALSO SOME MODIFICATIONS.
THERE'S SOME OF THE INDUSTRIAL LANDS THAT ARE IN THE WATERFRONT AREA AND THE BOA AREA.

SO WE HAVE PUT TOGETHER A ZONING DISTRICT THAT YOU'RE GONNA BE ADOPTING THAT MATCHES THAT.
I'M RECOMMENDING THAT THAT ONE PROPERTY BE, BE REZONED.
THERE ARE SOME PROPERTIES, UH, JUST TO THE NORTH OF THERE THAT ARE OWNED BY THE LABORATORY MANAGEMENT THAT WE'VE HAD SOME CONVERSATIONS WITH THAT WE STILL WOULD LIKE TO MAYBE GET THEM TO REZONE THOSE PROPERTIES TO, UH, THE CAMP ROAD INTERCHANGE DISTRICT.
AND THEN THERE'S SOME PROPERTIES ACROSS THE STREET THAT HAVE BEEN PROPOSED FOR DEVELOPMENT OF THE LAST 20 YEARS, RIGHT OFF OF, UM, I THINK IT'S, UH, WHAT'S THE NAME OF THE ROAD THERE? LET ME, LET'S GET THAT, HOLD ON A SECOND.
UM, ACROSS THE STREET IS, UM, IT'S A LITTLE ACCESS ROAD RIGHT NEXT TO, UM, I FORGET THE NAME.
AND THEN THERE'S AN ACCESS ROAD GOING BACK INTO THE SITE THAT CONNECTS TO THAT OLD HOTEL THAT WAS THERE.

UH, THAT IS SUBJECT TO PLANNING BOARD APPROVAL AND REVIEW AND CODE, CODE ENFORCEMENT REVIEW OF, TO MAKE SURE THAT IT'S IN ACCORDANCE WITH THE ZONING OF THAT AREA.
UM, IT IS A UNIQUE, I'M TRYING TO FIGURE OUT EXACTLY, UH, WHAT THEY'RE ACTUALLY PROPOSING THERE.
IS IT LIKE AN AMAZON RELATED TYPE FACILITY? IT'S 800,000 SQUARE FEET OF WAREHOUSING SLASH DISTRIBUTION.

SO WE THOUGHT IT WAS EXTREMELY IMPORTANT TO PULL OUT THAT AS A NEW AGRICULTURAL OPEN SPACE OVERLAY.
AND DOING THAT, WE HAVE TO ELIMINATE THE, THE SOUTHERN HAMBURG OVERLAY, WHICH THEN RECREATES THE TWO OLDER OVERLAYS, THE LAKE VIEW AND THE SOUTHEASTERN OVERLAY, WHICH ARE VERY DIFFERENT AREAS OF THE TOWN, WHICH I BELIEVE SHOULD HAVE.

THE SOUTHEASTERN PART OF THE TOWN

SAME THING WITH THE, THE CENTRAL PART OF THE, OF THE SOUTHERN PART OF THE TOWN.
SO WE HAVE A PUBLIC HEARING ON THOSE FOUR, UH, FOUR, UH, PROPOSALS.
ONCE THOSE PROPOSALS GET ADOPTED, EITHER IN THEIR PRESENT FORMAT OR WHENEVER WE HAVE PUBLIC HEARINGS, THEY COULD HAVE CHANGES MADE TO THEM.
WE BELIEVE WE'VE GONE THROUGH A VERY GOOD PROCESS OF GETTING INPUT ON THOSE.
UH, BUT THERE COULD BE CHANGES ONCE WE HAVE THOSE IN PLACE.
AGAIN, LIKE THE CAMP ROAD INTERCHANGE, THE AGRICULTURAL DISTRICT IS NOT BEING APPLIED TO ANY PROPERTIES AFTER YOU ADOPT THE AGRICULTURAL ZONING DISTRICT, WE'RE GONNA HAVE TO START APPLYING IT TO SPECIFIC PROPERTIES AND TAKING REQUESTS FROM PEOPLE TO APPLY IT TO CERTAIN PROPERTIES.
IT IS A VERY, WE BELIEVE VERY, UM, UNIQUE ZONING OF THE TOWN.
AND IT'S A ZONING DISTRICT THAT ALLOWS AGRICULTURAL, AGRICULTURAL RELATED USES AGRICULTURAL TOURISM USES TO TRY TO SPUR AGRICULTURAL TYPE DEVELOPMENT IN THE, IN THE TOWN.
AGAIN, TOWN IS SEED OF THE, OF THE COUNTY'S AGRICULTURAL, UH, UH, AND FARMLAND, UH, UH, UH, UH, OFFICES THERE AT THE FAIRGROUNDS.
AND HERE WE WANT TO PROMOTE REPROMOTE AGRICULTURAL, THE CHANGING OF INTO MORE MODERN AGRICULTURAL USES IN THE TOWN AND PROTECT OUR OPEN SPACE TOO, THAT'S DOWN THERE.
UM, SO, AND THE IMPORTANT ONE OF THE O THE AG AND OPEN SPACE OVERLAY IS IN THE SOUTH CENTRAL PART OF THE TOWN.

WE'VE BEEN MEETING FOR LAST COUPLE YEARS, UH, SINCE EARLY 2020, ABOUT HOW TO FIX SOME PROBLEMS WE HAVE WITH EMS. UH, WHAT WE'D LIKE TO PRESENT TO YOU TODAY IS THE, UH, TOWN HENRY FIRE CHIEF ASSOCIATION DIVISION OF EMERGENCY MEDICAL SERVICES.
THIS IS OUR COMPREHENSIVE PLAN TO INCLUDE ALL OF THE, ALL NINE DEPARTMENTS WITH, UH, GEOGRAPHIC AREAS WITH TOWN, INCLUDING THE TWO VILLAGES, UH, CREATING AN EMS SERVICE.
UH, THAT WILL FILL SOME, SOME HOLES THAT WE HAVE.
UH, OUR MISSION STATEMENT GOING FORWARD IS TO ESTABLISH A PROGRESSIVE PROFESSIONAL EMS ORGANIZATION WITHIN THE, WHICH IS THE SOLE RESPONSIBILITY OF PROVIDING ADVANCED LIFE SUPPORT, UH, WITHIN THE TOWN AND VILLAGE OF HAMBURG.
UH, AGAIN, I JUST, I GAVE THE SUPERVISOR ALL THE LETTERS OF SUPPORT.
WE'VE HAD EVERY FIRE DEPARTMENT, UM, WITHIN THE TOWN AND THE TWO VILLAGES, ALL THEIR CHIEFS AND ADMINISTRATORS HAVE SIGNED OFF ON APPROVAL FOR THIS.

IT WAS, UH, CREATED AGAIN TO KIND OF FILL UP SOME POTHOLES WE HAD, OR SOME PITFALLS WITHIN EMS. THERE WERE TWO, UM, WE WERE INVESTIGATED ESTABLISHING THIS.
WE WERE GIVEN, UH, EACH DEPARTMENT WAS GIVEN TWO SPOTS.
ONE, ONE VOTING SPOT, ONE ALTERNATE TO MEET AND, AND GO OVER THIS.
SO IT WAS QUITE THE HEAVY LIFT TO GET ALL THE VOLUNTEER FIRE SERVICE TIME, UH, IN ONE ROOM TOGETHER AND AGREE ON SOMETHING.
SO THAT WAS QUITE THE, QUITE THE THING.
SO, UM, EACH COMPANY WAS, UM, WAS ALLOWED THAT VOTE AND CONTINUING ON THROUGHOUT THE PROCESS.
SO WE KNOW HOW THE FIRE DEPARTMENTS GO OVER YEARS, THE, THE CHIEFS CHANGE, OR THE OFFICERS CHANGED, SO IT WAS HARD TO GET ANYTHING DONE THAT WAS A MULTI-YEAR PROJECT.
SO ALL THE CHIEFS GOT ON BOARD, UH, IN 2020 AND SAID THEY WERE GONNA ASSIGN SOMEBODY TO THE COMMITTEE, AND THAT WAS GONNA BE THEIR PERSON OF PERPETUITY AS LONG AS THEY WERE IN GOOD STANDING WITH THE HOME COMPANY AND THAT THEY WERE TO MAKE ALL DECISIONS FOR THAT COMPANY.
AND THIS IS WHAT WE'VE GOTTEN SO FAR.
SO WE, WE INVESTIGATED SEVERAL AVENUES OF EMS. UM, I, ANOTHER ONE, I'M SORRY.
SO, UH, THE OBJECTIVES, WE ESTABLISHED FOUR OBJECTIVES.
ONE WAS TO ESTABLISH A NOT-FOR-PROFIT AGENCY WITH THE SOLE RESPONSIBILITY OF PROVIDING EMERGENCY CARE TO THE RESIDENTS, UH, TO ENSURE THE PROPER PROFESSIONAL AND ADVANCED PRE-HOSPITAL CARE.
AND ESTABLISH A SYSTEM THAT COMBINES VOLUNTEER AND PAID MEMBERS TO ENSURE THAT WE HAVE 24 HOUR COVERAGE, UM, FOR PARAMEDICS AND EMTS IN THE TOWN.
AND THAT BIGGEST THING WAS TO MAKE SURE ALL ENTITIES AND STAKEHOLDERS WITHIN THE TOWN HAD A VOTE.
SO ALL OF THE, UM, NO MATTER HOW BIG OR BUSY THE DEPARTMENTS WERE, THE, THE, UH, DISTRICTS WERE, THEY ALL HAD A SOLE VOTE ON WHAT WAS GOING ON HERE.
UM, AS LONG AS I'VE BEEN HERE AND I'VE, I'VE BEEN IN THE TOWN FOR SIX OR SEVEN YEARS NOW.
I'VE BEEN IN EMERGENCY SERVICES FOR 22 YEARS AS A PARAMEDIC.
A LOT OF, A LOT OF TOWNS ARE COMING THROUGH THE SAME THING.
CALL VOLUMES ARE GOING UP AND IT'S HARD TO GET AMBULANCES FOR FREE TO THESE HOUSES TO TAKE CARE OF PEOPLE.
THE EDUCATION REQUIREMENTS OF PARAMEDICS HAVE GONE THROUGH THE ROOF WHEN I WENT.
UM, AND IT'S NOW GONE EVEN MORE THAN THAT.
THERE'S ALL SORTS OF DIFFERENT CME CONTINUED MEDICAL EDUCATION WE HAVE TO DO THROUGHOUT THE YEAR.
UH, THERE'S A MINIMUM AMOUNT OF CALLS YOU HAVE TO TAKE IN ORDER TO BE CONTINUOUS PRACTICE PARAMEDIC.
I KNOW, UM, WE TALKED ABOUT THE VILLAGE OF HAMBURGERS, OUR BUSIEST DISTRICT IN THE TOWN.
THEY HAVE THE MOST EMTS, THE MOST CALLS, AND THEY STILL STRUGGLE.
EVERYBODY ELSE DOES AND ANYBODY ELSE DOES.
UM, SO RIGHT NOW WE HAVE ALL THESE AGENCIES ARE THE PRIMARY AGENCY.
SO EVERY FIRE DISTRICT HAS THE PRIMARY RESPONSIBILITY OF RESPONDING TO DMS AND TAKING THAT PERSON TO THE HOSPITAL.
EVERY AGENCY HAS AN AMBULANCE.
EVERY AGENCY HAS A TRANSPORTING CERTIFICATE LEAD FROM THE STATE THAT SAYS THEY'RE GONNA DO THIS.
UH, WE HAVE A SECONDARY BACKUP, WHICH IS, UH, AMR IS OUR COMMERCIAL SECONDARY BACKUP.
WE SIGNED A CONTRACT WITH THEM THAT SAID, IF WE CAN'T MAKE THE CALL, A MR WILL MAKE THE CALL.
SO IT'S THAT SAFETY NET WE'VE HAD.
WELL, FOR THE LONG, FOR THE LAST COUPLE OF YEARS, THAT'S SAFETY.

I KNOW I CAN TALK MYSELF AS A LAKEVIEW PARAMEDIC.
I'VE BEEN GOING TO BOSTON, UH, ORCHARD PARK EVEN SOMETIMES TO, BECAUSE THERE'S NO PARAMEDICS AND BEEN THE SAME THING HERE.
WE'VE BEEN WAITING A LONG TIME.
WE HAD TO, UH, WE HAVE TO FIX, UM, THE, ALL THE ENGINE ENGINES BECOMING OVERWHELMED AND, UH, AND THE CALL VOLUMES HAVE INCREASED.
THE VOLUNTEER AGENCIES HAVE BEEN STRAINING TO GET MEMBERS.
SO A LOT OF OUR VOLUNTEERS JOIN BECAUSE THEY WANT TO FIGHT FIRES.
THEY WANNA CUT THE CARS APART, THEY WANNA DO THE, THE COOL STUFF AND, YOU KNOW, NO DIFFERENT.
BUT, UH, A VAST MAJORITY OF WHAT WE DO IS GOING INTO THE HO THE SICK CALLS.
WE DO EMS CALLS, AND IT CAN BE VERY STRENUOUS WHEN WE'RE WAITING AT HOSPITALS, THREE, FOUR HOURS.

A LOT.UM, SO AS A RESULT OF THAT, LESS AND LESS PEOPLE ARE COMING TO THE CALLS BECAUSE THEY KNOW IF THEY GO FOR THE, UH, ELDERLY FEMALE FELL, BROKE HIP, THAT'S A TWO TO THREE HOUR TRANSPORT TO THE HOSPITAL ON A GOOD DAY, ON A BAD DAY, IT COULD BE FIVE, SIX HOURS TILL WE GET BACK HOME.
SO THEY JUST STOP COMING TO THE CALLS.
AND A LOT OF THE, THE MINDSET IS, WELL, WE'LL JUST LET THE COMMERCIAL TAKE IT.
THE COMMERCIAL WASN'T, WASN'T SIGNED ON TO TAKE ALL THOSE CALLS.
THEY DON'T HAVE THE AMBULANCES HERE.
ALL THE DISTRICTS ARE GOING OUT, WE'RE GOING 3, 4, 5.
FIRE COMPANIES TONED OUT TO GO TO ONE CALL.

I KNOW, UH, UH, SEAN CRY CAN TELL YOU THAT THE CALL LINES WITHIN THE TOWN HAVE DONE, HAVE DONE NOTHING BUT INCREASE AND THEY'RE NOT GONNA STOP.
SO, UM, IT'S BEEN QUITE THE SPIKE.
SO OUR PROPOSED SOLUTION, ALWAYS THE CREATION OF AN EMS SERVICE WITHIN THE GEOGRAPHICAL BOUNDARIES OF THE TOWN.
SO THE TOWN FIRE CHIEF ASSOCIATION HAS MEMBERS WITHIN BOSTON, UM, AND EDEN AS WELL.
BUT BECAUSE OF THE LEGALITY OF IT, WE JUST, WE HELD THIS TO THE GEOGRAPHICAL BOUNDARIES.
SO ALL NINE COMPANIES IN THE TOWN, IT'S THE CREATION OF A 10TH COMPANY OR AGENCY, UH, THAT'S SIMILAR TO THE WATER RESCUE UNIT.
SO THE TOWN OF HAMBURG FIRE CHIEF ASSOCIATION WILL BE THE PARENT COMPANY OF THIS OVERSEEING IT.
UM, IT WOULD BASICALLY BE A 10TH COMPANY THAT WOULD CONSOLIDATE ALL THE EMS IN THE TOWN UNDER ONE UMBRELLA.
SO AS WE CONTINUE, UM, THERE WILL BE A DESIGNATED MANAGER AND LIAISON BETWEEN THE, UH, TOWN HAMBURG FIRE CHIEF ASSOCIATION, THE BOARD, AND THIS AGENCY, UH, I WANNA SAY DIRECTOR OF OPERATIONS.
BUT BASICALLY IT'S A MANAGER WHO JUST GOES SEE THE DAY TO DAY OPERATIONS AND OR, AND, UM, ORDERING OF THINGS AND, AND PUNISHMENTS FOR PEOPLE, THINGS LIKE THAT.
SO, BUT WE DEFINITELY NEED SOMEBODY IN CHARGE.
THIS PROPOSED SERVICE WILL, UH, UTILIZE A BILLING SCALE.
SO THE, UH, STATE OF NEW YORK HAS PASSED, UH, NEW LAWS LAST YEAR THAT ALLOWS VOLUNTEER FIRE SERVICES TO BUILD FOR A MS SERVICES, WHICH WILL RECOUP A LOT OF OUR COSTS.
UM, JUST LIKE EVERYTHING ELSE, THE COSTS ARE GOING THROUGH THE ROOF.
SO WE'RE GONNA USE THAT BILLING SCALE UNDER THIS 5 0 1 C3 OF THE TOWN OF HAMBURG'S FIRE CHIEFS ASSOCIATION IN ORDER TO RECOUP SOME OF THAT COST.
SO ON TOP OF WHAT WE GET, WE'LL BE DOING WHAT WE CALL SOFT BILLING ON, ON PATIENTS, UH, SENDING THEM BILLS FOR THEIR, UH, FOR THE SERVICE THAT WE PROVIDE IN ORDER TO KIND OF ALLEVIATE A LOT OF WHAT WE'RE AT.
WHAT WE'RE SEEING NOW IS A RIDICULOUS INCREASE IN PRICE OF THE ORDERING FOR LAKEVIEW.
AND ONE BIO OF MEDICINE THAT USED TO COST US ABOUT A HUNDRED DOLLARS NOW IS $650.
SO IT'S INCREASINGLY MORE AND MORE, AND WE'RE USING A MORE, MORE TOO, UH, RIGHT NOW WE HAVE THE, UM, CURRENT THIRD SERVICE CONTRACT.
SO WHAT WE'RE LOOKING, WHAT WE'RE ACTUALLY ASKING FOR HERE WITH THE CREATION OF THIS EMS SERVICE IS TOWN BOARD APPROVAL TO FILE WHAT THEY CALL A MUNICIPAL CERTIFICATE OF NEED.
SO THE TOWN BOARD, UH, WOULD APPROVE THIS CERTIFICATE OF NEED FOR US TO APPLY FOR THE CERTIFICATE OF NEED.
AND ACTUALLY THE TOWN WOULD APPLY FOR IT AND RECEIVE IT.
AND THEN THE TOWN FIRE CHIEFS WOULD BE, UH, RESPONSIBLE FOR OPERATING THAT.
SO YOU WOULD HOLD THE AUTHORITY BECAUSE THE AUTHORITY OF HAVING JURISDICTION OVER IT.
UM, AND THEN WE WOULD HAVE, UM, THE RESPONSIBILITY FOR ENSURING THAT EMS CALLS ARE ANSWERED.
CURRENTLY, EVERY DISTRICT AND FIRE DEPARTMENT WITHIN THE TOWN HAS THEIR OWN CERTIFICATE OF NEED.
SO, BUT IT'S FOR THEIR LITTLE SMALL PIECE OF THE PIE.
AND IN ORDER TO CONSOLIDATE THOSE, UH, IT'S QUITE THE MONUMENTAL TASK.
SO THE, THE QUICKEST, EASIEST, AND LEAST PAINFUL WAY IS TO CREATE THAT 10TH CERTIFICATE OF NEED.

ALL OF THOSE AGENCIES GET THE SAME AMOUNT OF CARE.
SO MYSELF AS A LAKEVIEW PARAMEDIC CAN RESPOND TO AN ARMORED FIRE CALL AND PROVIDE PARAMEDIC CARE WITHOUT BEING A MEMBER OF ARMOR.

AND TODAY WE WRAPPED UP WHAT WE THINK IS THE LAST ITEM WITH NY SAG.
SO WE SHOULD BE SEEING A CLOSING DATE FROM THEM AS WELL, WHICH MEANS VERY SOON WE WILL START THE MAJOR CONVERSION OF ABOUT 5,000 OR SO LEGS, UH, WITHIN THE TOWN.

UH, THERE'S A, THERE'S A LOT OF FOLKS IN THIS ROOM THAT, UH, WORKED WITH, WITH JIM SPU, WHO SERVED AS OUR DIRECTOR OF FINANCE AND ADMINISTRATION, UH, FOR A LONG TIME.
UH, IN ADDITION TO SERVING AS DIRECTOR OF FINANCE ADMINISTRATION, HE WAS A LONG TIME VOLUNTEER FIREMAN, WELL RESPECTED AS A, AS A FIRE CHIEF FOR THE VILLAGE OF HAMBURG.
WELL RESPECTED FOR HIS, UH, HIS, HIS TALENTS IN, IN PROVIDING TRAINING TO THE VOLUNTEER FIRE COMMUNITY.
I HAD, UM, THE PRIVILEGE OF WORKING WITH MR. SP AS, AS AN EMPLOYEE OF THE TOWN OF HAMBURG.
AND I CALLED UPON HIM SEVERAL TIMES IN THE PAST YEAR FOR, FOR ADVICE AND SOME INSTITUTIONAL KNOWLEDGE.
UM, I KNOW THAT IN A TOWN, IN MUNICIPAL GOVERNMENT, THE ULTIMATE AUTHORITY RESTS WITH THE TOWN BOARD.
BUT I CAN ALSO TELL YOU AND FOLKS THAT WORKED WITH MR. SP WOULD LIKELY AGREE THAT WHEN MR. SP WAS THE DIRECTOR OF FINANCE AND ADMINISTRATION, HE WAS THE ULTIMATE AUTHORITY.
THERE'S NO VETO POWER, POWER WRITTEN INTO TOWN LAW, BUT MR. SPU WAS ABLE TO WIELD VETO POWER AND HE WAS ABLE TO DO IT BECAUSE HE WAS KNOWN AND HE WAS TRUSTED.
HE TREATED THE FINANCES OF THE TOWN OF HAMBURG, NOT AS IF THEY WERE HIS OWN, AS IF THEY WERE HIS GRANDCHILDREN'S FINANCES.
AND AS SUCH, HE WAS A GREAT STEWARD OF OUR RESOURCES AND HE DID A LOT OF GOOD WORK AND HE'S CERTAINLY GONNA BE MISSED BY MANY PEOPLE IN THIS COMMUNITY.
