UM, I UNDERSTAND WE HAVE ABOUT 30 MINUTES TOGETHER, SO THAT KIND OF MAKE MOST OF THAT, UH, WE'LL JUST KIND OF DIVE RIGHT IN.

UM, WE'LL START WITH JUST OUTLINING, UH, YOU KNOW, WHAT TOOK PLACE IN 2022 AND WHAT TO EXPECT FROM HERE, ESPECIALLY GIVEN THE CURRENT DYNAMIC AND THE BANKING SYSTEM, THE GLOBAL FINANCIAL SYSTEM.

AND THEN KYLE WILL ALSO, UH, OUTLINE THE, UH, 20, 22 YEAR END PERFORMANCE AND THEN JUST SET EXPECTATIONS ON WHAT WE'LL LIKELY EXPERIENCE IN THE MARKETS GOING FORWARD.

AND OF COURSE, IF THERE'S ANY QUESTIONS, WE'LL, WE'LL GET TO THAT.

UM, JUST TO KIND OF OUTLINE OUR ROLES REAL QUICK, I'M THE WEALTH ADVISOR ON THE ACCOUNTS.

THERE'S OBVIOUSLY A LOT OF, A LOT OF STUFF GOING ON IN THE, IN THE ENVIRONMENT TODAY, SO IF THERE'S ANYTHING THAT YOU WANNA TALK ABOUT, FEEL FREE TO, TO INTERJECT.

SO , SO WE'LL KIND OF JUST GET STARTED HERE.

UM, I'LL SKIP THROUGH MOST OF THIS STUFF.

SO KIND OF JUST TALKING ABOUT LIKE LAST YEAR, WHERE WE'VE BEEN AND KIND OF WHERE WE'RE WE'RE AT TODAY.

UM, A LOT OF WHAT WE'RE TALKING ABOUT TODAY AND DEALING WITH TODAY ARE STILL LARGELY A LOT OF THE SAME TOPICS THAT WE WERE DEALING WITH LAST YEAR.

YOU KNOW, NAMELY INFLATION, UM, YOU KNOW, SUPPLY CHAIN DYNAMICS AND, AND WHAT THAT'S DONE TO CAUSE INFLATION OR KEEP INFLATION HIGH.

UM, WHAT'S THE FED DO DOING TO TRY TO COMBAT INFLATION WITH INTEREST RATE POLICIES? UM, YOU KNOW, AND THEN, AND THEN WHAT'S GOING ON IN THE, THE ENERGY MARKETS AND WHAT'S HAPPENED ARE TRANSPIRED, UH, BECAUSE OF THE, YOU KNOW, RUSSIAN INVASION OF UKRAINE.

AND YOU KIND OF TAKE A LOOK AT WHAT WE'RE AT TODAY, THAT'S BEEN STARTED OVER A YEAR AGO, BUT WE STILL DON'T HAVE MUCH RESOLUTION ON THAT YET.

SO, UM, OBVIOUSLY A LOT OF THINGS HAVE KIND OF CHANGED AND TRANSPIRED OVER THE COURSE OF LAST YEAR.

LAST YEAR WAS JUST ONE OF THOSE YEARS WHERE IT WAS EXTREMELY DIFFICULT FOR JUST ABOUT ALL ASSET CLASSES, UM, WHETHER YOU ARE IN THE, THE STOCK MARKET, YOU KNOW, WHICH WE TEND TO VIEW AS, UM, THE RISKY AREAS OF THE MARKET WHERE YOU TEND TO GET THE MAJORITY OF YOUR, YOUR GROWTH IN THE LONG RUN.

BUT YOU ALSO GET, UM, A LOT OF THE DOWNSIDE WHEN WE GO THROUGH PERIODS OF RECESSION OR ECONOMIC WEAKNESS.

SO YOU GET A LOT OF THE VOLATILITY IN THE STOCK MARKET.

UH, AND THEN THE BOND MARKET, WHICH, YOU KNOW, WE TRADITIONALLY VIEW AS BEING MORE SAFE, MORE SECURE, YOU KNOW, YOU CAN GENERALLY EXPECT LOWER RATES OF RETURN, UM, WITH LESS, LESS VOLATILITY.

UM, LAST YEAR YOU, YOU DIDN'T REALLY GET THAT SAFETY IN THE BOND MARKET, LIKE WE'RE, LIKE WE'RE USED TO.

LAST YEAR WAS PRETTY MUCH THE ONE OF THE WORST YEARS ON RECORD FOR, UH, FOR FIXED INCOME FOR BONDS, LARGELY DUE TO THE INTEREST RATE ENVIRONMENT AND A CHANGING RAPIDLY BECAUSE OF, UH, INFLATION AND TRYING TO GET INFLATION IN CONTROL.

SO, UM, COINCIDENTALLY IT WAS A BAD YEAR FOR ONCE AGAIN, JUST ABOUT ALL ASSET CLASSES, EQUITY MARKET BONDS, UM, ALTERNATIVE ASSETS, UH, CRYPTO , THAT'S THE CRYPTO THING.

I WOULDN'T CALL IT INVESTMENT, BUT, UM, NOT THAT WE INVEST IN CRYPTO, UM, THAT THE ONLY THING THAT WAS POSITIVE FOR THE YEAR WAS, WAS ENERGY.

THAT WAS LARGELY, YOU KNOW, ONE OF THE PROBLEMS THAT PERSISTED AND, AND MADE THINGS LARGELY DIFFICULT.

SO, UM, YOU KNOW, WITH THAT SAID, AND WE KIND OF WE'RE STILL WORKING THROUGH A LOT OF THOSE ISSUES TODAY AND, YOU KNOW, THE BIGGEST BEING INFLATION, WHAT'S GOING ON WITH INFLATION, AND OBVIOUSLY NOW WHAT'S GOING ON WITH THE BANKING, BANKING SECTOR AND HOW'S THAT, UM, HOW'S THE FED RESPONDING TO THAT? UM, INFLATION, YOU KNOW, WE DID SEE RATES OVER 9% LAST YEAR, AND WE'RE STILL LOOKING AT RATES RIGHT AROUND 6%.

UM, BUT IN INFLATION RATES ARE COMING DOWN, THEY'RE COMING DOWN RATHER QUICKLY, UM, AT LEAST BASED OFF OF THE DATA THAT WE'RE SEEING.

UM, AND SO, YOU KNOW, WITH THAT

SAID, WE, WE DO EXPECT INFLATION TO KIND OF SLOW TO AROUND TWO AND A HALF PERCENT OR SO.

UM, AND BY ROUGHLY THIS TIME NEXT YEAR, IF EVERYTHING KIND OF GOES IN LINE, UM, YOU KNOW, WITH THE THOUGHT PROCESS, OBVIOUSLY THINGS CAN DO CHANGE, BUT THE FED HAS BEEN PRETTY RESTRICTIVE IN THEIR POLICY AND WE'RE SEEING SOME EFFECTS OF THAT THROUGH THE FINANCIAL SECTOR, UM, ESPECIALLY OVER THE LAST TWO WEEKS.

UM, WE CAN TALK ABOUT THAT A LITTLE BIT, UH, A LITTLE BIT MORE AS WELL.

BUT, UM, WE THINK THAT THE FED IS LIKELY VERY, VERY CLOSE TO THE, THE END OF THEIR RATE HIKING CYCLE.

UM, YOU KNOW, ESSENTIALLY THEY, THEY'VE RAISED RATES AT THE FASTEST PACE ON RECORD AT THE HIGHEST, UH, ON RECORD THROUGH PREVIOUS RATE HIKES, RATE, HIKE AND CYCLES.

AND NOW THEY'RE GONNA KIND OF HOLD IT THERE AND, AND LET THE POLICY TAKE ITS, YOU KNOW, TAKE ITS EFFECT.

AND RAISING INTEREST RATES HAS A LAG EFFECT, UH, IN THE ECONOMY.

AND WE ARE SEEING THINGS SLOW.

UM, YOU KNOW, BUT THE, THE ECONOMY HAS BEEN AT LEAST YEAR TO DATE RELATIVELY STRONGER THAN WE HAVE EXPECTED.

UM, BUT WITH THIS MOST RECENT EVENT WITH THE, THE FINANCIAL, UH, YOU KNOW, SOME BANKS GOING UNDER LIKELY GONNA HAVE SOME PULLBACK IN LENDING FROM SOME OF THE FINANCIAL INSTITUTIONS WHICH COULD FURTHER SLOW THE ECONOMY.

UM, AND SO WITH THAT, WE, WE DO THINK THERE'S A PRETTY HIGH PROBABILITY OF THE ECONOMY GOING INTO RECESSION, UH, SOMETIME IN THE COMING MONTHS, YOU KNOW, LIKELY BE BEFORE THE END OF THE YEAR.

UM, BUT WITH THAT SAID, WE, WE DON'T THINK IT'S GONNA BE A DEEP SCAR IN RECESSION.

LIKE SOME OF THE RECESSIONS WE HAD SEEN IN THE PAST, NO, IN PARTICULARLY THE, THE GREAT FINANCIAL CRISIS, UM, LARGELY BECAUSE OF WHAT WE'RE SEEING IN, IN THE LABOR FORCE.

SO LABOR FORCE IS TIGHT.

UM, ANYBODY WHO IS, YOU KNOW, HAS A BUSINESS OF THEIR OWN OR KNOWS FAMILY MEMBERS, FRIENDS THAT RUN OR OPERATE A BUSINESS, UM, MOST PEOPLE CAN ATTEST THAT IT'S PRETTY DIFFICULT TO FIND EMPLOYEES.

IT'S DIFFICULT TO FIND WORKERS RIGHT NOW.

YOU KNOW, WE'RE LOOKING AT SOME OF THE LOWEST UNEMPLOYMENT RATES IN HISTORY AROUND JUST UNDER THREE AND A HALF PERCENT.

UM, THERE'S BEEN A LOT OF WAGE GAINS BECAUSE OF THAT.

YOU KNOW, THERE'S A LOT OF, A LOT OF, UH, PRICING POWER THAT WORKERS HAVE IN THIS TYPE OF ENVIRONMENT.

UM, AND THAT'S ACTUALLY SOMEWHAT OF A PROBLEM WHEN IT COMES TO INFLATION, BECAUSE WHAT YOU'RE SEEING AND WHAT YOU SEE HAPPEN IS, YOU KNOW, YOU HAVE X, Y, Z COMPANY WHO NEEDS WORKERS.

YOU GOT WELL XYF COMPANY, WHATEVER, WHO NEEDS WORKERS ALSO.

AND SO THEY'RE JUST OFFERING EMPLOYEES HERE A LITTLE BIT MORE TO COME, A LITTLE BIT MORE MONEY TO COME WORK FOR THEM.

SO NET ON NET, YOU'RE ACTUALLY, YOU'RE NOT INCREASING PRODUCTIVITY, YOU'RE NOT INCREASING PEOPLE ON THE, THE ENVIRONMENT THAT ARE REALLY TAKING MORE JOBS.

YOU'RE JUST INCREASING THE WAGES, THEN PEOPLE HAVE MORE MONEY TO SPEND, THEY SPEND MORE MONEY, KEEPS DEMAND UP, IT KEEPS INFLATION HIGH.

SO THAT'S WHY THE FED'S HAVING TO RAISE INTEREST RATES TO THE LEVEL THAT THEY BRING DOWN, THE DESIRE OR THE, THE WILLINGNESS FOR ORGANIZATIONS INVEST MORE IN THEIR COMPANIES, MORE IN GROWTH, THE, TO MAKE IT MORE EXPENSIVE FOR CONSUMERS TO BUY THINGS, BUY A HOUSE, BUY A CAR, YOU KNOW, BORROW ON YOUR CREDIT CARD, UM, TO TRY TO BRING DOWN THAT DEMAND FOR, FOR GOODS AND SERVICES SO THAT THE LABOR MARKET CAN ACTUALLY LOOSEN UP A LITTLE BIT AND GET BACK IN LINE.

UM, BECAUSE UNTIL IT LOOSENS UP, YOU'RE STILL GONNA KIND OF HAVE THIS PERSISTENT ISSUE WITH PEOPLE HAVING MONEY AND PEOPLE SPENDING MONEY.

AND THAT SOUNDS FUNNY BECAUSE WE DON'T FEEL THAT WAY, RIGHT? WHEN, WHEN WHEN WE THINK ABOUT IT, WE THINK EVERYTHING, WELL, YOU KNOW, THINGS ARE MORE EXPENSIVE.

I I'M STILL SPENDING A LOT OF MONEY.

UM, AND, AND SO THAT'S, THAT'S THE OTHER END OF THE COIN, UM, IN INFLATION IS IT EATS AWAY AT THE REAL, THE REAL RETURN THAT WE GET.

SO IT'S A, IT'S A VERY DIFFICULT PROBLEM TO SOLVE, AND IT'S PRETTY DIFFICULT TO SOLVE WITHOUT HAVING SOME PAIN, UH, DELIVERED THROUGHOUT THE ECONOMY.

AND THAT'S REALLY KIND OF WHAT WE'RE STARTING TO SEE NOW.

UM, WE'RE LIKELY GONNA SEE A LITTLE BIT HIGHER LEVELS OF UNEMPLOYMENT, UH, IN ORDER FOR US TO, TO MAKE SURE INFLATION COMES DOWN TO THE LEVELS THAT WE NEED IT TO, WHERE THINGS ARE SUSTAINABLE AND EXPECTED, UM, SO THAT WE CAN HAVE LONGER TERM STEADY GROWTH.

UM, BUT IT'S NOT, IT'S NOT AN EASY PROCESS.

AND, YOU KNOW, WHEN WE TAKE A LOOK AT WHAT'S HAPPENING WITHIN THE FINANCIAL SERVICES INDUSTRY, YOU KNOW, SOME OF THAT IS CERTAINLY DUE TO RISING INTEREST RATES AND, AND HOW THAT AFFECTS BANK BALANCE SHEETS.

UM, WHAT YOU'RE SEEING SPECIFICALLY THOUGH IS A HANDFUL OF BANKS THAT HAD MADE IN, IN, IN OUR VIEW SOME POOR MANAGEMENT DECISIONS AND HOW THEY MANAGE THE BALANCE SHEET.

SO, UM, REALLY THE WAY A BANK WORKS, OBVIOUSLY YOU BRING DEPOSITS IN, UH, AND YOU LEND DEPOSITS OUT AND YOU COLLECT THE DIFFERENCE BETWEEN WHAT YOU PAY DEPOSITORS AND THE LOANS THAT YOU MAKE.

THAT'S HOW YOU MAKE YOUR NET INTEREST MARGIN.

UM, WHEN YOU DON'T HAVE LOANS READY TO GIVE OUT AND YOU HAVE EXCESS CASH, YOU INVEST THAT CASH AND STAY SECURE.

UH, INVESTMENTS LIKE TREASURY BONDS, FOR EXAMPLE.

UM, BUT WHAT HAPPENS IS IF YOU BUY TREASURY BONDS THAT ARE LONGER DATED AND 15, 20, 30 YEARS IN AN ENVIRONMENT WHERE INTEREST RATES GO UP, THAT HAS A NEGATIVE EFFECT ON THE VALUE OF YOUR BONDS, SIMILAR TO, YOU KNOW, WHAT WE HAVE IN, UM, WHAT EVERYBODY WENT THROUGH, IF YOU HAD BONDS,

YOU INTEREST RATES WENT UP AT SUCH A RAPID PACE, YOUR BOND PORTFOLIO LOST VALUE.

AND SO ON A BANK, WHEN YOUR BALANCE SHEET LOSES THAT PORTION OF VALUE, YOU, YOU DON'T HAVE TO ACTUALLY REALIZE THAT LOSS UNLESS YOU HAVE TO SELL THE SECURITIES.

AND SO IN THIS CASE OF SIGNATURE, UH, ARMS LIKE SILICON VALLEY, UH, THEY HAD QUITE A BIT OF MONEY, UM, LEAVE THE BANK BECAUSE THEY WERE TIED UP, YOU KNOW, VENTURE CAPITALS, UM, PRIVATE EQUITY TYPE FUNDING.

SO VERY, VERY CONCENTRATED INVESTOR DEPOSIT BASE.

AND, UM, IN A SITUATION WHERE MONEY IS KIND OF LEAVING THE SYSTEM, THEY ESSENTIALLY HAD A BANK RUN AND THEN THEY HAD TO SELL THESE ASSETS AT A LOSS, AND IT CREATED THIS KIND OF SNOWBALL EFFECT.

UM, HAD THEY NOT INVESTED THAT MONEY IN LONGER DATED SECURITIES AND KEPT IT SHORTER DATED, UM, SIMILAR TO M AND T BANK, ACTUALLY, UM, THEY WOULDN'T LIKELY HAVE EXPERIENCED NEARLY THE ISSUES THAT THEY'RE GOING THROUGH AND, UM, THE BANKRUPTCY AND FORCED SALE.

SO, BUT WHAT HAPPENS CLEARLY IS WHEN YOU HAVE BANK FAILURES, WE NATURALLY KIND OF REACT, UM, WITH FEAR BASED OFF OF WHAT WE SAW HAPPEN IN 2008.

UM, BUT I WOULD, I WOULD ARGUE, AND I THINK MOST PEOPLE WOULD ARGUE THAT THIS ISN'T ANYTHING LIKE THAT, UM, BUT WHEN THERE IS A LACK OF TRUST IN THE FINANCIAL SYSTEM, IT CREATES ISSUES.

UM, AND NOW WE'RE SEEING A LOT OF, SOME OF THAT DEPOSIT BASE GO FROM THE SMALLER REGIONAL BANKS TO SOME OF THE LARGER BANKS THAT ARE VIEWED AS TOO BIG TO FAIL, GONNA HAVE THAT GOVERNMENT BACKSTOP.

SO IT'S KIND OF A, IN PEOPLE'S MINDS A A SAFETY THING.

SO WHEN THE FED STEPPED IN AND SAID, UM, WE'RE GONNA BASICALLY BACK, UM, ALL OF THE DEPOSITORS ASSETS, UM, AND NOT JUST THAT WE'RE PROVIDING LENDING, LENDING FACILITY REALLY SHORED UP THE BANKING SYSTEM, BUT WE'RE STILL KIND OF SEEING SOME REVERBERATING EFFECTS NOW.

WE'RE STILL KIND OF WAITING TO SEE HOW MUCH MONEY KIND OF LEFT SOME OF THESE BANKS DEPOSIT BASES AND WHAT TYPE OF EFFECT THAT MIGHT HAVE ON, UH, ON BANK PROFITABILITY MOVING FORWARD.

SO THERE'S STILL SOME QUESTION MARKS OUT THERE.

UM, BUT FOR THE MOST PART, THE STEPS THAT THE FED AND THE TREASURY HAVE TAKEN TO KIND OF SHORE UP THOSE ISSUES, UH, WE THINK, UH, HAVE GONE A, A VERY LONG WAY TO REAFFIRMING THE STABILITY OF THE FINANCIAL SYSTEM.

UM, ALTHOUGH I THINK IT'S GONNA TAKE SOME TIME FOR PEOPLE, ORGANIZATIONS TO KIND OF FEEL THAT WAY.

UM, AND, AND, AND THAT'S WHAT WE'RE, WE'RE WORKING THROUGH RIGHT NOW.

BUT THE CUMULATIVE EFFECT OF THAT IS POTENTIALLY BANKS BEING MORE CONSERVATIVE IN THEIR LENDING.

UM, SO NOT ONLY DO WE HAVE A SITUATION WHERE THE FED'S RAISING INTEREST RATES TO MAKE THINGS MORE EXPENSIVE, SLOW DOWN THE ECONOMY.

NOW YOU HAVE BANKS THAT ARE MAYBE NOT GONNA BE LENDING AS MUCH 'CAUSE THEY WANT TO MAKE SURE THAT, YOU KNOW, THEY'RE, THEY'RE MANAGING THEIR RISK A LITTLE BIT MORE.

UM, AND THAT MIGHT ADD TO FURTHER SLOWING OF THE ECONOMY.

SO THIS IS ESSENTIALLY WHAT WE THINK MIGHT LEAD US INTO, UM, A RECESSION HERE IN THE, YOU KNOW, POTENTIALLY NOT TOO DISTANT FUTURE.

AND, AND THAT'S WHERE WE, WE KIND OF HAVE THESE THREE SCENARIOS AHEAD.

WHAT'S THE PROBABILITY OF SEEING THAT HAPPEN? AND WE THINK THAT MILD RECESSION, UM, WE HAD IT LABELED AT ABOUT A 55% PROBABILITY.

UM, IT IS PROBABLY, WE'D PROBABLY SAY IT'S PROBABLY A LITTLE BIT HIGHER THAN THAT NOW, GIVEN THAT THIS SCENARIO WAS PRIOR TO THE LAST TWO WEEKS.

UM, BUT WHAT THAT SITUATION IN OUR VIEW MIGHT LOOK LIKE, IS INFLATION SLOWING TO THAT THREE TO 4% RANGE? ONCE AGAIN, FROM THAT 6% RANGE WE'RE AT RIGHT NOW, UM, THE FED FUNDS RATE PEAKING RIGHT AROUND FIVE TO 6%.

THEIR FED FUNDS RATE IS RIGHT AROUND 5% TODAY AFTER THE MOST RECENT HIKE.

UM, AND GROWTH, WE THINK, WHILE WE STILL, WHILE WE STILL WILL HAVE A COUPLE QUARTERS OF NEGATIVE GROWTH, WHICH GIVES US THAT RECESSIONARY INDICATOR, WE DO THINK THAT FOR THE YEAR IN SOME, WE MIGHT STILL HAVE A POSITIVE YEAR OF GROWTH JUST FAIRLY, OR MAYBE JUST SLIGHTLY NEGATIVE.

UM, IN THAT SCENARIO, WHEN, WHEN IT COMES TO, YOU KNOW, HOW DO WE THINK MARKETS WILL PERFORM, WHAT DOES THAT MEAN FOR, FOR EXAMPLE, A LOW STEP PORTFOLIO OR 4 0 1 KS? UM, WE THINK THE S AND P 500 COULD STILL FINISH THE YEAR POSITIVE, UH, FROM WHERE WE STARTED.

SO IF YOU LOOK AT WHERE WE'RE AT TODAY, I THINK WE'RE UP ROUGHLY FOUR OR 5%, UM, TODAY FROM WHERE WE STARTED THE YEAR.

UM, YOU KNOW, AND WE THINK THAT IF WE CAN KIND OF WORK THROUGH THIS SCENARIO IN A SITUATION WHERE THE MUD, THE WATERS DON'T GET TOO MUDDY, YOU KNOW, 'CAUSE THIS IS PROBABLY ONE OF THE MOST EX WIDELY EXPECTED RECESSIONS, I THINK IN, IN, IN A LONG TIME.

EVERYONE'S BASICALLY CALLING FOR IT.

SO, UM, AND YOU'RE SEEING THAT WITHIN POSITIONING TOO.

SO WE, WE DO THINK THAT THE MARKET IS WELL PREPARED FOR IT IN A LOT OF WAYS.

UM, AND SO THE DOWNSIDE RISK I THINK IS SOMEWHAT MUTED, BUT I THINK THE UPSIDE POTENTIAL, AT LEAST FOR THE COMING YEAR, UH, AT THE SAME TIME MAYBE ISN'T, UM, MAYBE ISN'T REALLY, REALLY HIGH.

THE GOLDILOCKS SCENARIO WOULD BE THAT SOFT LENS SCENARIO WHERE, UM,

INFLATION DOES COME DOWN.

THE FED DOESN'T HAVE TO KEEP RAISING RATES HIGHER THAN WE'RE EXPECTING.

UH, AND GDP ACTUALLY STAYS POSITIVE FOR THE YEAR WITH THE UNEMPLOYMENT RATE BARELY TAKING UP TO MAKE SURE THAT LABOR MARKET STAYS IN BALANCE.

IF WE GET THAT TYPE OF SCENARIO, WHICH IS NOT VERY LIKELY IN OUR VIEW, UM, THE S AND P 500 COULD REALLY KIND OF TAKE OFF AS IT'S SOMEWHAT MAYBE VIEWED AS AN ALL CLEAR SIGNAL.

BUT, UM, THAT, THAT'S KIND OF WHAT WE'RE LOOKING AT, UH, AT TODAY AS MOST LIKELY SCENARIOS FOR, FOR THE MARKET, UM, AND THE ECONOMY.

AND THEN WHEN YOU TAKE A LOOK AT WHAT THAT MEANS AS FAR AS PORTFOLIO AND PORTFOLIO POSITIONING, UM, REALLY WE'RE, WE'RE DOING WHAT WE CAN TO TRY TO MANAGE RISK, UM, WITHIN OUR PORTFOLIOS.

AND AS FAR AS POSITIONING, WE'RE A LITTLE BIT UNDERWEIGHT RISK, IF I CAN GET TO THE PROPER SLIDE, HERE WE GO, A LITTLE BIT UNDERWEIGHT RISK.

SO WHEN WE SAY THAT WE'RE UNDERWEIGHT EQUITIES AND WE'RE OVERWEIGHT TO FIXED INCOME, UM, WHEREAS LAST YEAR WE WERE A LITTLE BIT OVERWEIGHT EQUITIES TO START THE YEAR UNDERWEIGHT FIXED INCOME, WE'VE KIND OF SWITCHED THOSE ROLES A LITTLE BIT NOW, UM, WHICH MEAN, YOU KNOW, BASICALLY INDICATES A A LITTLE BIT MORE OF A CAUTIOUS POSITION.

SO IF WE DO HAVE A SITUATION WHERE WE GO INTO RECESSION AND THE MARKET MAYBE HAS SOME REACTION TO THAT, UM, THAT FIXED INCOME BUCKET SHOULD HELP, YOU KNOW, BALANCE THE PORTFOLIO A LITTLE BIT MORE.

AND WE'RE A LITTLE BIT UNDERWEIGHT EQUITY, SO IT GIVES US THE OPPORTUNITY TO POTENTIALLY REBALANCE IN, IN A SCENARIO WHERE, UM, WE HAVE SOME CHALLENGING MARKETS AHEAD.

SO IF YOU LOOK, TAKE A LOOK AT LIKE WHAT MARKET YIELDS ARE, UH, IN, YOU KNOW, IN THE MUNICIPALITIES, UM, RIGHT NOW, I THINK ON THE SHORTER TERM, THEY'RE RIGHT AROUND TWO POINT A HALF PERCENT.

TYPICALLY YOU'RE ISSUING BOND MUNI BONDS WITH A FOUR OR 5% COUPON, BUT THE ACTUAL BORROWING RATE IS PROBABLY GONNA BE SOMEWHERE AROUND THE TWO POINT A HALF TO THREE POINT A HALF PERCENT RANGE.

UM, I'M GUESSING, AND I DON'T THINK THAT'S GONNA CHANGE A WHOLE LOT, UH, OVER THE COURSE OF THE NEXT YEAR, I THINK WE'RE PROBABLY GONNA SEE THESE LEVELS OF INTEREST RATE WHERE WE'RE AT TODAY, KIND OF MAINTAIN FOR A YEAR, A YEAR AND A HALF IF WE KIND OF STAY ON THIS PATH THAT THE, THE FED IS INDICATING.

SO THE LANGUAGE THAT THE FED HAS USED WAS THAT, YOU KNOW, WE MAY HAVE SOME ADDITIONAL, UM, HIKES THAT WE MAY HAVE TO TAKE, BUT WE EXPECT TO REMAIN HIGHER FOR LONGER.

UH, SO THAT'S, YOU KNOW, IN OUR, IN OUR VIEW, THAT'S PROBABLY WHAT IT LOOKS LIKE.

BUT IF WE GO INTO A SCENARIO WHERE WE DO COME INTO THAT RECESSION, UM, AND THINGS DO SLOW DOWN FASTER THAN EXPECTED, YOU WOULD EXPECT THE FED, AS LONG AS INFLATION IS IN LINE, UM, TO START REDUCING INTEREST RATES WITH WOULD LOWER YOUR POWER RATE COST.

UM, THE SCENARIO THAT WE WANNA MAKE SURE WE AVOID THOUGH, IS WHERE YOU HAVE AN ECONOMIC SLOWDOWN, UM, YET INFLATION STILL REMAINS HIGH.

AND THAT PUTS THE FED AT A, A VERY, VERY CHALLENGING POSITION, UM, TO WHERE THEY LIKELY WON'T TAKE THEIR FOOT OFF THE GAS PEDAL.

THEY LIKELY HAVE TO KEEP INTEREST RATES HIGH, UH, UNTIL INFLATION COMES DOWN, WHICH COULD MEAN MORE DEGRADATION OF THE ECONOMY.

UM, SO THAT'S, THOSE ARE SCENARIOS THAT WE'RE LOOKING AT, BUT WE, WE DON'T, WE DON'T THINK IT WILL BE THAT BAD BASED OFF OF THE, THE FACTORS THAT WE'RE WATCHING.

THE S AND P, YOU THINK IT'S, I MEAN, YOU OPTIMISTIC OR DO YOU THINK YOU'RE CONFIDENT THAT WE'RE GONNA FINISH? AS FAR AS THE S AND P? YEAH, HARD TO, VERY, VERY HARD TO SAY.

I PERSONALLY, I I, I DON'T THINK THERE'S A TON OF UPSIDE IN THE MARKET IN THE NEAR TERM, UM, BASED OFF OF, UM, REALLY VALUATIONS.

AND IF YOU TAKE A LOOK AT VALUATIONS COMPARED TO, UH, UH, TO EARNINGS, SO RIGHT NOW WE'RE TRADING AT ABOUT AN 18 FORWARD PRICE TO EARNINGS MULTIPLE, UM, WHICH IS OUR 15 YEAR AVERAGE IS ABOUT 15.8, JUST UNDER 16 OR SO.

SO WE'RE STILL ACTUALLY, HISTORICALLY SPEAKING, A SOMEWHAT EXPENSIVE MARKET WHERE WE'RE AT TODAY BASED OFF OF EARNINGS.

UH, AND THERE'S A CHANCE THAT EARNINGS COULD STILL COME DOWN, ESPECIALLY IF YOU GO INTO A RECESSION.

SO THAT WOULD NATURALLY MEAN THAT YOU COULD EXPECT THE MARKET TO COME DOWN FURTHER TOO.

UM, BUT IT'S ALSO IMPORTANT TO NOTE THAT THE, THE MARKET PRICES THING IS LOOKING FORWARD.

SO IF WE HAVE A SITUATION WHERE, UM, EARNINGS REVISIONS BOTTOM OR HAVE BOTTOM, AND WE START LOOKING FORWARD TO THE NEXT 12 MONTHS, SO NEXT 18 MONTHS, THE MARKET COULD SAY, OKAY, YEAH, EARNINGS ARE MAYBE BAD NOW, BUT WITHIN A YEAR FROM NOW, WE THINK THINGS ARE GONNA BOUNCE BACK

AND THE MARKET TYPICALLY LEADS OUT OF, YOU KNOW, PRIOR TO OR COMING OUT OF A RECESSION.

UM, SO THAT'S WHY IT IS A LOT OF IT, I THINK JUST COMES DOWN TO, TO TIMING AND WHAT ARE THE EFFECTS OF SOME OF THESE UNKNOWN THINGS THAT WE, YOU KNOW, YOU CAN'T FOR TELL THE FUTURE, THE BEST YOU CAN DO IS MAKE THE BEST GUESS.

UM, I THINK WE'LL BE OKAY IN THE SITUATION WHERE WE MIGHT, WE'RE PROBABLY GONNA HAVE SOME MORE VOLATILITY WITHIN THE MARKET, BUT I THINK THAT DOWNSIDE'S A LITTLE BIT.

UM, THE FLOOR IS A LITTLE BIT HIGHER THAN WE MAYBE HAD THOUGHT CALL IT LAST YEAR, UM, BUT THE UPSIDE'S PROBABLY ALSO A LITTLE BIT LOWER.

SO I THINK OUR, I THINK THE WINDOW'S JUST A LITTLE BIT TIGHTER, I GUESS IS WHAT TO PUT IT.

AND THEN IF WE WANNA JUST GET INTO, UH, PERFORMANCE IN THE PORTFOLIO FOR LAST YEAR, ONE OF THE THINGS THAT WE WERE, WE'VE BEEN HIGHLIGHTING IS, YOU KNOW, THIS WAS ONE OF THE WORST YEARS ON RECORD, I THINK SUPPORT, LIKE YOUR STANDARD 60 40 PORTFOLIO, 60% BONDS, 40%, UM, I'M SORRY, 60% EQUITIES, 40% BONDS, WHICH, YOU KNOW, TYPICALLY IS, IS LIKE YOUR STANDARD PORTFOLIO FOR A BALANCED TYPE OF, UH, OF, UH, A PORTFOLIO.

UM, THAT PORTFOLIO IS DOWN ROUGHLY 17.5%, UM, IN 2022, WHICH IS I THINK THE WORST YEAR, UH, ON RECORD SINCE 1938.

SO, I MEAN, JUST TO KIND OF PUT THINGS IN PERSPECTIVE, HOW DIFFICULT IT WAS, UM, OF A YEAR FOR ALL ASSET CLASSES LAST YEAR, ONE OF THE WORST YEARS, UM, ON RECORD WHEN YOU KIND OF BLEND ALL THE ASSET CLASSES TOGETHER.

ONCE AGAIN, TYPICALLY YOU HAVE A YEAR WHERE IF THE EQUITY EQUITY MARKETS ARE DOWN, YOUR BONDS KIND OF HOLD, HOLD THE BALLOT, HOLD THE BALLOTS AND HOLD YOU UP.

UM, BUT THAT'S NOT WHAT HAPPENS IN A SITUATION WHERE EVERYTHING'S COMING DOWN BECAUSE OF A, A RISING INTEREST RATE ENVIRONMENT, AND YOU'RE STARTING TO HIGHER VALUATION.

SO, UM, SO WITH THAT SAID, YOU KIND OF TAKE A LOOK AT THE, THE PERFORMANCE OF THE ACCOUNT, UM, YEAR FOR THE YEAR OF DEC, YOU KNOW, JANUARY 1ST TO DECEMBER 31ST.

PORTFOLIO IS DOWN ABOUT 16 AND 16 AND A QUARTER, UM, SIMILAR TO THAT 60 40 PORTFOLIO WHERE WE HAVE A LITTLE BIT OF A DIFFERENCE AS WE MIX IN SOME REAL ASSETS, UM, WHICH WAS A BENEFIT TO THE PORTFOLIO IN THAT IT DIDN'T EXPERIENCE AS MUCH DOWNDRAFT, UM, AS THE EQUITY MARKET.

SO REAL ASSETS ARE INFLATION LINKED BONDS, UM, SOME COMMODITIES AND SOME REAL ESTATE EXPOSURE.

UH, AND SO THAT'S, YOU KNOW, THAT'S WHY THE PORTFOLIO WAS DOWN A LITTLE BIT LESS RELATIVE, UH, TO LIKE A 60 40 STANDARD PORTFOLIO.

UM, BUT CLEARLY A, A A CHALLENGE IN DIFFICULT YEAR.

AND YOU CAN SEE IN THE FOURTH QUARTER, UH, THE LAST QUARTER, WE HAD A, A GOOD STRONG BOUNCE BACK.

UM, YOU KNOW, FINISHING THE LAST THREE MONTHS OF THE YEAR UP ABOUT SEVEN AND QUARTER PERCENT.

UM, THE, THE LOWS CAME IN IN OCTOBER.

AT ONE POINT THE MARKET WAS DOWN, I THINK 25%.

AND, UM, YOU KNOW, THE, THE NASDAQ WAS DOWN LIKE 33%.

UM, SO JUST A REALLY, REALLY VOLATILE YEAR.

PRETTY, PRETTY CHALLENGING ACROSS THE BOARD.

UM, YOU CAN SEE WE FINISHED THE YEAR ACTUALLY JUST UP, UH, OVER OUR TARGET JUST A LITTLE BIT AT 63% WHERE WE'RE AT TODAY.

NOW, THE WAY THE PORTFOLIO'S POSITIONED AS I, AS I MENTIONED, WE'RE A LITTLE BIT UNDERWEIGHT ON RISK.

SO THE PORTFOLIO ALLOCATION TODAY IS ACTUALLY ABOUT 60% EQUITIES, UM, ABOUT 35% FIXED INCOME AND ABOUT 3%, UM, REAL ASSETS.

SO A LITTLE BIT MORE CAUTIOUS NOW VERSUS OUR, OUR LONG-TERM TARGET ALLOCATION.

UM, YOU KNOW, JUST WITH THE EXPECTATION THAT ONCE AGAIN, MAYBE THERE'S NOT QUITE AS MUCH UPSIDE AS WE WOULD HOPE THE MARKET, AND WE WANNA MAKE SURE WE HAVE A LITTLE BIT OF A BUFFER ON THE DOWNSIDE, AND WE THINK FIXED INCOME NOW PROVIDES THAT.

AND THEN IF YOU REALLY KIND OF BREAK DOWN PERFORMANCE DRIVERS, YOU KNOW, WHAT DID WE DO GOOD? WHAT DID WE DO BAD? UM, WHERE WE STRUGGLED THIS YEAR WAS IN SOME OF OUR, OUR ACTIVE MANAGERS, UM, REALLY JUST ANY MANAGER THAT WAS FOCUSED ON, UH, GROWTH, UM, VERSUS SAY VALUE AS AS AN INVESTMENT STYLE.

UM, SO GROWTH ARE, ARE YOUR COMPANIES THAT TEND TO BE, UH, A LITTLE BIT MORE, UH, YOU KNOW, JUST GENERALLY MORE RISKY BECAUSE THEY'RE STILL REINVESTING MONEY INTO THE BUSINESS.

THEY'RE MAYBE NOT AS PROFITABLE.

THEY, THEY'RE STILL KIND OF GROWING OUT THERE, THEIR BUSINESS MODEL, FOR EXAMPLE.

UH, AND HISTORICALLY SPEAKING, OVER THE LAST 10 YEARS, GROWTH HAS REALLY OUTPERFORMED, UM, VALUE ON A RELATIVE BASIS.

'CAUSE A LOT OF TIMES IT'S THOSE, YOU KNOW, TECH COMPANIES AND STUFF LIKE THAT THAT MAKE UP, UH, A LOT OF THAT GROWTH, UM, ALLOCATION.

THEY'VE DONE REALLY WELL FOR THE LAST DECADE.

2022 WAS NOT ONE OF THOSE YEARS THOUGH.

2022 WAS A YEAR, EVERYTHING KIND OF REVERSED, UM, WHERE GROWTH REALLY GOT BEATEN UP.

AND VALUE AND CYCLICALS WERE, WERE THE AREAS THAT DID WELL.

AND SO FOR, UM, YOU KNOW, THE LOW SAT PORTFOLIO BEING LONGER TERM IN NATURE, WE, WE DID HAVE A LITTLE BIT OF AN OVERWEIGHT TWO GROWTH, UM, AND IT, IT HURT US ON A RELATIVE BASIS.

SO, UH, THE US LARGE CAP, WE HAD A LITTLE BIT OF UNDERPERFORMANCE THERE.

UM, BUT IN THE SMALL CAP SPACE, WE, WE DID HAVE SOME OUTPERFORMANCE, NAMELY BECAUSE ONE OF OUR MANAGERS BEING A, A VALUE

ORIENTED MANAGER, UM, AND JUST TO KIND OF PUT IT IN PERSPECTIVE, IF YOU LOOK AT LIKE THE INDEXES GROWTH IN 2022 WAS DOWN, UH, I THINK 25% VALUE AS A FACTOR WAS ONLY DOWN 7%.

THAT'S THE WIDEST DISPARITY THAT THERE'S BEEN IN, IN DECADES.

THEY'RE, THEY'RE NOT , NOT NORMALLY ANYWHERE QUITE THAT, THAT FAR AWAY FROM EACH OTHER.

UM, SO ANOTHER, ONCE AGAIN, JUST ANOTHER CHALLENGING YEAR IN, IN MULTIPLE ASPECTS ABOUT THE ONLY THING THAT WORKED WAS, UM, HAVING EXPOSURE TO, TO ENERGY, UH, TO OIL MARKETS, REALLY IN PARTICULAR OIL, OIL AND GAS.

UM, AND THEN ON THE INTERNATIONAL SIDE, INTERNATIONAL ACTUALLY DID BETTER THAN, THAN US MARKETS.

SO IF YOU LOOK AT INTERNATIONAL DEVELOPED EUROPE, UM, JAPAN, FOR EXAMPLE, UH, THEY ACTUALLY DID BETTER THAN, UH, THAN US MARKETS, WHICH HASN'T BEEN THE CASE FOR A LONG TIME EITHER.

UM, AND THEN FIXED INCOME ONCE AGAIN, DOWN ON A LITTLE, OVER 12% IN FIXED INCOME AND BONDS, UH, VERSUS A BENCHMARK OF 13%.

SO DID BETTER IN FIXED INCOME VERSUS A BENCHMARK.

BUT ONCE AGAIN, WHEN YOU'RE DOWN 12%, UH, IN A BOND PORTFOLIO THAT IS VERY, VERY ABNORMAL, UM, AND NOT SOMETHING THAT, UH, YOU, YOU'RE TYPICALLY EXPECTING TO SEE.

UM, THE GOOD THING AND THE BENEFIT IS THAT WE'RE IN AN ENVIRONMENT NOW WHERE FIXED INCOME PORTFOLIOS ARE GENERATING A YIELD AGAIN, UM, WITH, WITH, YOU KNOW, YIELD YIELDS IN THAT FOUR POINT HALF TO 5% RANGE NOW.

UM, SO THAT'S SOMETHING THAT ON A LONGER TERM BASIS IS, IS GONNA SERVE THE PORTFOLIO WELL, BUT IT'S GONNA TAKE A LITTLE BIT OF TIME TO KIND OF RECOUP THE PAIN FROM 2022 ESSENTIALLY.

SO, UM, OVERALL, ONCE AGAIN, A VERY CHALLENGING YEAR, VERY DIFFICULT YEAR.

UM, BUT I THINK WE'RE AT LEAST IN A POSITION WHERE, UH, WE'LL BE ABLE TO KIND OF START WORKING OUR WAY FORWARD.

E ESSENTIALLY WE HAD THE PERFORMANCE FROM 2021 KIND OF WIPED OUT BY 2022.

UM, AND, UH, WHAT I SAW THERE IS THAT THERE CERTAINLY ELECTED OFFICIALS FROM TOWN BOARDS THROUGHOUT NEW YORK STATE THAT ATTEND, BUT THERE WAS ALSO CODE ENFORCEMENT OFFICERS, FINANCE DIRECTORS, PLANNERS, UM, FOLKS FROM ALL TYPES OF TOWN OFFICES, UH, THAT WERE THERE.

OFTEN THERE'S A, A DIFFERENT THEME EVERY YEAR.

THERE MIGHT BE TRACKS THAT ARE SPECIFIC TO CERTAIN OCCUPATIONS.

UM, BUT IT WAS CERTAINLY FOR ME, A VALUABLE AND WORTHWHILE EXPERIENCE AMONG THE, UH, SESSIONS THAT I'D LIKE TO SHARE A LITTLE BIT, UM, WAS A LONG-TERM FINANCIAL PLANNING, UH, SESSION.

THAT WAS, THAT WE DIDN'T HAVE TO GO ALL THE WAY TO NEW YORK CITY TO, TO SEE.

IT WAS PRESENTED BY, UH, OUR FRIENDS IN THE TOWN OF AMHERST.

UM, AND THAT THIS WAS REALLY, UH, FINANCIAL PLANNING FROM A, A COMMUNITY FOCUS, REALLY LOOKING AT ECONOMIC DEVELOPMENT, UNDERSTANDING YOUR LOCAL ECONOMY.

THEY WERE ABLE TO SHARE A LOT OF THEIR EXPERIENCE ON SET IT SETTING THE BOULEVARD MALL PROPERTY UP FOR SUCCESS.

UM, AND ALSO WE DISCUSSED, UM, HOUSING A VERY IMPORTANT COMPONENT OF ECONOMIC DEVELOPMENT.

UH, I ATTENDED A SESSION, A NEW YORK STATE CIVIL SERVICE LAW.

I'VE BEEN WORKING, UH, WITHIN NEW YORK STATE CIVIL SERVICE LAW FOR MOST OF MY CAREER.

UH, WORKING IN LOCAL GOVERNMENT.

IT'S ALWAYS CHANGING.

THERE'S, THERE'S UPDATES.

UH, SO THERE WAS CERTAINLY SOME VALUABLE INFORMATION THAT WAS SHARED.

UM, I WAS ABLE TO ATTEND A SESSION ON PUBLIC SECTOR COLLECTIVE BARGAINING, UH, WHICH TALKED ABOUT STRATEGY AND APPROACH AND BUILDING RELATIONSHIPS WITH ORGANIZED LABOR.

UH, BUT THE TWO THAT I REALLY LIKE TO FOCUS ON, UM, WERE, UH, A SESSION TITLED THE NORMALIZATION OF EXTREMISM AND THE DEPTH OF THE VOLUNTEER FIRE SERVICE AND WHAT TOWNS CAN DO ABOUT IT.

SHOCKING TITLES FOR SURE FOR BOTH OF THESE.

UH, THE NORMALIZATION OF EXTREMISM, I REALLY DIDN'T KNOW WHAT TO EXPECT.

UH, BUT THIS SPEAKER, UH, MS. AMY NIK FROM INTEGRITY FIRST FOR AMERICA, TALKED ABOUT A GROWING RISE IN EXTREME VIEWS.

AND AS PUBLIC OFFICIALS, AS FOLKS THAT WORK WITHIN GOVERNMENT.

UH, YOU MAY COME ACROSS SOME EXTREME VIEWS AS WE COMMUNICATE WITH, WITH RESIDENTS THROUGHOUT THE TOWN AND, AND FOLKS WHO MAY BE VISITING OUR COMMUNITY.

TO GIVE AN EXAMPLE OF THIS EXTREME VIEW, THIS NIK TALKED ABOUT, UM, WHAT WHAT CAN BE, UH, OFFERED AS A, A THEORY CALLED REPLACEMENT THEORY.

AND THIS THEORY IS THAT THERE EXISTS A COORDINATED EFFORT AMONG ELITES OR A GLOBAL CABAL THAT PLAN TO REPLACE WHITE PEOPLE WITH PEOPLE OF COLOR.

AS YOU CAN IMAGINE, THIS IS ALARMING

IN 2019, THE FEDERAL US GOVERNMENT STATED THAT WHITE SUPREMACY AND OTHER FAR RIGHT WING EXTREMISTS ARE THE MOST SIGNIFICANT DOMESTIC TERRORISM THREAT FACING THE UNITED STATES.

AND THEY CAME OUT OF OUR FEDERAL GOVERNMENT IN 2019.

SO IT'S RECENT AND THE TIMING IS CERTAINLY INTERESTING.

SO, UM, SO WHAT YOU MIGHT BE ASKING, WHAT CAN WE DO? WHAT SHOULD WE DO? THERE ARE CERTAINLY RESOURCES AVAILABLE AND THESE ARE THE TYPES OF THINGS THAT WE NEED TO, IT'S THE OLD ADAGE, IF YOU SEE SOMETHING, SAY SOMETHING, FOLKS THAT MAY PRESENT AT OUR LOCAL TOWN OFFICES, UH, PLEASE, IF YOU'RE CONCERNED, UM, SHARE THAT WITH, WITH OUR POLICE CHIEF OR, OR MY OFFICE.

UM, THEY ALSO HAVE A, A GREAT, GREAT WEBSITE IF FOLKS ARE MORE INTERESTED IN THE TOPIC.

AND HE'S CERTAINLY, UH, KNOWN THROUGHOUT THE VOLUNTEER FIRE SERVICE.

UM, BUT HE STARTED THIS PRESENTATION BY SHARING TWO VERY, UH, SCARY AND BOLD PREDICTIONS.

ONE IS THAT THE VOLUNTEER EMERGENCY SERVICES WILL BE DONE IN NEW YORK STATE IN THE NEXT FIVE YEARS.

AND THE VOLUNTEER FIRE SERVICE WILL BE NO, WILL CEASE TO EXIST AFTER 10 YEARS.

HE OUTLINED THE MANY CHALLENGES THAT GO INTO THIS.

IN 1998, NEW YORK STATE HAD 110,000 VOLUNTEERS.

IN 2021, WE WERE DOWN TO 75,000 VOLUNTEERS.

AND IN THAT SAME TIMEFRAME, CALLS TO OUR VOLUNTEER FIRE SERVICE HAVE INCREASED BY 29%, AND THE COST OF VEHICLES AND EQUIPMENT HAVE INCREASED BY 46%.

HE REALLY FOCUSED ON, UM, RECRUITMENT AND RETENTION AS ONE OF THE MAJOR ISSUES THAT'S IMPACTING THE VOLUNTEER FIRE SERVICE RIGHT NOW.

AND NOT SO MUCH ON RECRUITMENT, BUT RETENTION.

AND HE PRESENTED A CASE THAT WE MAY HEAR FROM PEOPLE THAT VOLUNTEERISM IS AT AN ALL TIME LOW.

HE CONTENDS, AND I'VE CERTAINLY WITNESSED THE ANECDOTAL ACCOUNTS THAT I WOULD AGREE THAT THERE'S A LOT OF OPPORTUNITIES TO VOLUNTEER.

NOW, HE REFERENCED, UM, PUPPIES AS HIS PROOF THAT PEOPLE ARE VOLUNTEERING AND, AND I KNOW INDIVIDUALS WHO DEVOTE ONE NIGHT A WEEK TO VOLUNTEERING AT, UH, AT A, AT A KITTEN SHELTER.

NOW, I'M NOT TRYING TO CONFLATE CARING FOR KITTENS AND, AND VOLUNTEER FIRE SERVICE.

UM, BUT MY POINT IS THERE'S MANY MORE OPPORTUNITIES TO VOLUNTEER NOW THAN THERE REALLY EVER HAVE BEEN.

IT'S MUCH MORE COMPETITIVE.

THE VOLUNTEER FIRE SERVICE, UH, HAS OTHER VOLUNTEER OPPORTUNITIES TO COMPETE WITH, AND WE'VE ALSO SEEN A GREAT DEAL OF CHANGE, UH, IN THE WORLD AROUND US.

UM, SO HE ALSO TALKED ABOUT SOME POTENTIAL SOLUTIONS, WHICH IS ALSO NICE TO HEAR WHEN SOMEBODY IS RAISING SUCH, SUCH SERIOUS ISSUES.

UM, TALKING ABOUT SOME, SOME PARTNERSHIP AMONG FIRE DEPARTMENTS, UH, FIRE DISTRICTS, UH, AND, AND FIRE COMPANIES SHARING A HIRED VOLUNTEER COORDINATOR, BRINGING AN INCLUSIVE APPROACH TO RECRUITMENT AND RETENTION.

REVAMPING WEBSITES SO THAT THE PEOPLE THAT ARE PICTURED ON THESE WEBSITES AND VIDEOS AND RECRUITMENT MATERIALS REPRESENT THE PEOPLE THAT LIVE IN THE COMMUNITY THAT YOU'RE LOOKING TO RECRUIT FROM.

SHARING THE BENEFITS OF JOINING THE VOLUNTEER FIRE SERVICE RATHER THAN TALKING ABOUT HOW IT'S SO HARD TO RECRUIT, SHARING THE BENEFITS OF MEETING PEOPLE, DEVELOPING A PROFESSIONAL NETWORK, HELPING PEOPLE, UH, DEVELOPING LEADERSHIP SKILLS, SERVING YOUR COMMUNITY, LEARNING THINGS THAT WILL HELP YOU PURSUE A, A NEW TRADE OR A NEW JOB OPPORTUNITY.

THEY TALKED ABOUT THE IMPORTANCE OF TRAINING AND THE CHALLENGES THAT OUR LOCAL FIRE DEPARTMENTS, UH, HAVE IN ENSURING THAT THEIR VOLUNTEERS GET THAT TRAINING AND POINTED TO THE OPPORTUNITY TO PERHAPS WORK TOGETHER AMONG DEPARTMENTS,

UM, AND ALSO TO AMEND BYLAWS TO ALLOW FOR COMMUNITY VOLUNTEERS.

CURRENTLY, IF YOU WANNA, YOU CAN VOLUNTEER, YOU CAN BECOME A VOLUNTEER FIREFIGHTER, UM, AND YOU WOULD LIKELY BE WELCOMED INTO THAT ORGANIZATION, UH, TO DO A NUMBER OF THINGS.

UM, BUT THE, UH, THE IDEA HERE WAS IS THERE'S SOME PEOPLE WHO MAY WANNA SUPPORT THE FIRE DEPARTMENT, UM, BUT NOT WANT TO FIGHT FIRES.

AND THERE'S OTHER, UM, BOOKKEEPING AND FUNDRAISING AND OTHER OPPORTUNITIES, UH, THAT, THAT FOLKS CAN HELP OUT WITH AND THAT ARE CERTAINLY SORELY NEEDED WITHIN THE VOLUNTEER FIRE SERVICE.

UM, I HAVE TO SAY THAT I FELT, UH, I FELT GOOD ABOUT HAMBURG AS I HEARD THESE STATISTICS IN THIS PRESENTATION.

I THINK WE'RE FORTUNATE IN THAT WE HAVE SOME VERY TALENTED AND WELL-RESOURCED FIRE DEPARTMENTS, BUT WE'RE NOT UNLIKE OTHER COMMUNITIES.

WE CERTAINLY HAVE CHALLENGES.

AND, UM, IT WAS GOOD TO KNOW THAT THERE'S FOLKS THAT HAVE, HAVE BEEN THERE BEFORE.

AND, UH, I WILL BE MEETING WITH THE, UH, FIRE CHIEFS ASSOCIATION, UH, NEXT MONTH AT THE, AT THEIR MONTHLY MEETING TO SHARE SOME OF THIS INFORMATION.

BUT TALK ABOUT SOME OF THE CHALLENGES THAT, THAT WE HAVE IN HAMBURG.

SO, UH, ALL IN ALL, MY EXPERIENCE AT THE ASSOCIATION OF TOWNS CONFERENCE, UH, WAS VERY BENEFICIAL.

CERTAINLY IT WAS SOMETHING THAT I WISH I HAD THE OPPORTUNITY TO EXPERIENCE AT THE VERY BEGINNING, UH, OF MY TERM LAST YEAR.

UM, BUT OF COURSE THEY WEREN'T HOLDING THE CONFERENCE BECAUSE OF COVID RESTRICTIONS AT THE TIME.

SO, AGAIN, TO MY TOWN BOARD, THANK YOU FOR, UH, FOR ALLOWING US TO HAVE THIS OPPORTUNITY.

HOW DIFFERENT WOULD IT BE FROM THE PREVIOUS EXPERIENCE? AND IT DEFINITELY WAS VERY DIFFERENT.

AND SO THAT MADE IT WORTHWHILE.

IT WAS NOT REPETITIVE AT ALL.

IT WAS MANY, UM, UH, VERY CONTEMPORARY UP TO DATE ISSUES SUCH AS THE, THE FIRE DEPARTMENT ISSUE THAT WE'RE DEALING WITH NOW.

AND SO THAT MADE THE, THE CONFERENCE THAT MUCH MORE VALUABLE.

UM, I STARTED OUT WITH A PRESENTATION ON A DU, WHICH IS ACCESSORY DWELLING UNITS.

I BELIEVE YOU ATTENDED THE SAME PRESENTATION.

AND IT WAS INTERESTING.

I REALLY DID NOT KNOW MUCH ABOUT THIS HOUSING OPTION, UH, PREVIOUSLY.

THEY STATED IT'S A MEANS TO PROVIDE ADDITIONAL OPTIONS IN THE CHANGING HOUSING LANDSCAPE AND HOLDS PROMISE, PARTICULARLY FOR FAMILIES AND SENIORS IN OUR COMMUNITY.

UH, THE, THEY ALSO SUGGEST THAT THAT COMMUNITIES MAY WANT TO ENGAGE A HOUSING NEEDS ASSESSMENT.

AND THEY PROVIDED MANY DIFFERENT SUGGESTIONS, INCLUDING EXPLORING, UH, PERMITTING OPTIONS AND, UH, IN ONE OR TWO SPECIFIC AREAS OF THE COMMUNITY, WHETHER RATHER THAN DOING SOMETHING LIKE THIS TOWN WIDE, THAT IT REALLY SHOULD BE IN, IN FOCUSED AREAS, ESPECIALLY AS AN INTRODUCTION, THEY SAID BEFORE, UH, A TOWN GOES DOWN THIS PATH, THAT THERE ARE MANY, MANY QUESTIONS THAT NEED TO BE ADDRESSED.

AND IT HAS TO BE A VERY THOUGHTFUL PROCESS INCLUDING, UM, THAT THE TOWN HAVE A VERY CLEAR PURPOSE FOR WHAT THEY'RE AND WHY THEY'RE LOOKING TO USE, UM, ADUS.

UM, WHERE WILL THEY BE PERMITTED? HOW WILL IT BE IMPACTED IN OUR ZONING CODES, ET CETERA.

UH, WILL OWNER OCCUPANCY BE REQUIRED? AND THEY HIGHLY RECOMMEND THAT.

UM, AND THAT OF COURSE, IT WILL HAVE IMPACT ON DESIGN AND IT SHOULD HAVE IMPACT ON, UH, DESIGNING QUALITY STANDARDS.

UM, THE BIGGEST THING AT THE END THAT THEY EMPHASIZED WAS THAT THIS HOUSING OPTION SHOULD NOT BE USED FOR SHORT TERM USE.

UH, I ATTENDED A SESSION ON ENTITLED DIGITAL TWIN, THE FUTURE OF ASSET MANAGEMENT.

AND THAT CONCEPT OF ASSET MANAGEMENT IS WHAT DREW ME TO THIS SESSION.

UH, IT WAS BY THIS PARTICULAR SESSION WAS HOSTED BY, UM, AN ONLINE, UH, PLATFORM, A COMPANY THAT WAS OF COURSE, UM, ESPOUSING THEIR, THEIR PRODUCT.

BUT THERE ARE MANY PRODUCTS OUT THERE, AND IT REALLY WAS, I WAS MORE INTERESTED IN THE IDEA OF THE CONCEPT OF, OF THIS TYPE OF PLATFORM IN TERMS OF ASSET MANAGEMENT.

UH, IT PUT AN EMPHASIS ON DATA COLLECTION AND THE POWER OF THIS TYPE OF PROGRAM TO, TO FACILITATE DATA COLLECTION.

AND ALSO THE RELATIONSHIP TO GIS, WHICH I THINK IS EXTREMELY, UH, CRUCIAL, ESPECIALLY IN A TOWN OF OUR SIZE.

TO, UH, INCREASE OUR GIS CAPACITY, UH, TO THE EXAMPLES THEY GAVE WERE THAT WERE INTERESTING, CAUGHT MY ATTENTION, UH, INCLUDED THE CITY OF ALBANY PARKING STUDY AND THE TOWN OF HALF MOON FOR THE WAY IT WAS BEING UTILIZED FOR WATER INFRASTRUCTURE.

THE, UH, RETIREE HEALTH INSURANCE PRESENTATION THAT I ATTENDED HAD A LOT OF GREAT NUTS AND BOLTS INFORMATION.

I THINK THE BIG TECH TAKEAWAY THERE WAS THE CRUCIAL NEED FOR ANY MUNICIPALITY TO, UH, HAVE A MEDICARE AUDIT DONE PERIODICALLY, AS WITH MANY OTHER JUST GOOD PRACTICES THAT A MEDICARE AUDIT SHOULD BE DONE, THAT THEY, THAT AN AUDIT, UH, SUCH AS THAT WILL ADDRESS AN OVERLAP IN A REPLICATION OF COVERAGE AND CAN SAVE A MUNICIPALITY, UM, SUBSTANTIAL FUNDS FROM YEAR TO YEAR.

THE LOCAL FEDERAL AID OPPORTUNITIES FOR LOCAL ROADS PRESENTATION WAS A GREAT OVERVIEW OF SOME OF THE NEW FUNDING SOURCES.

UH, SOME THAT WE'RE FAMILIAR WITH, SUCH AS TAP AND BRIDGE, NEW YORK.

UH, THE PRESENTER WAS DAVID ORR FROM THE CORNELL LOCAL ROADS PROGRAM.

HE'S THE DIRECTOR THERE.

AND HE HAD GREAT INFORMATION.

THERE WERE SOME WONDERFUL EXAMPLES.

THERE WAS AN INDIVIDUAL IN ATTENDANCE WHO SPOKE ABOUT HOW THEY NEEDED, THEY WERE IN NEED OF EXTENSIVE REPAIRS FOR THEIR HIGHWAY GARAGE.

AND THEY WERE, UM, UH, ABLE TO PUT THIS THROUGH SOME OF THE FEDERAL FUNDING THAT WAS AVAILABLE, WHICH SURPRISED EVERYONE IN ATTENDANCE.

AND ACTUALLY THAT CAME UP IN A RECENT, RECENT MEETING.

UM, 'CAUSE TYPICALLY YOU WOULDN'T THINK SOMETHING LIKE THAT WOULD BE ABLE TO BE FUNDED.

AND, UH, SO THAT, THAT PRESENTATION WAS, WAS, UM, WAS INTERESTING BECAUSE THERE ARE MORE AND MORE, UH, OPPORTUNITIES.

SOME, UH, IT TYPICALLY THERE REQUIRES SOME TYPE OF A, A MATCH FROM THE TOWN.

BUT THERE, THERE'S QUITE A BIT OF FUNDING AVAILABLE.

UM, THE PRESENTATION ON DIGITAL SERVICES TO SUPPORT COMMUNITY, UM, OPPORTUNITIES FOR INTEGRATED ONLINE SERVICES WAS INTERESTING BECAUSE IT COVERED EVERYTHING FROM RECORDS RETENTION TO SECURITY, UH, PRIVACY ISSUES.

UM, THE PRESENTATION ON EMPLOYEE RETIREMENT, UM, BIG TAKEAWAY THERE WAS THAT OUR STATE COMPTROLLER'S OFFICE IS AVAILABLE TO COME IN AND ASSIST WITH, WITH A, IF THERE'S A PARTICULAR TOPIC WE HAVE THAT WE WOULD LIKE TO PROVIDE MORE INFORMATION TO OUR EMPLOYEES IF THEY ARE AVAILABLE, ALONG WITH SOME OTHER COMPANIES SUCH AS EQUITABLE.

THEY, AS HE WAS TALKING ABOUT, THE AREAS OF THEIR TOWN, INCLUDING THE BOULEVARD MALL, I WAS THINKING ABOUT THE AREAS IN OUR TOWN, MCKINLEY MALL, THE, UM, LAKEFRONT, OUR VILLAGE OF BLAZEDALE, OUR VILLAGE OF HAMBURG, UH, THE STADIUM IMPACT AREA THAT WE'VE RECENTLY IDENTIFIED.

AND HOW DO WE HAVE THAT, THAT GLOBAL PERSPECTIVE,

AND I WAS LIKE, OH MY GOSH, OKAY, HOW DID YOU ADDRESS IT? HOW DID YOU SOLVE IT? HELP ME LEARN FROM YOUR MISTAKES.

HELP ME LEARN FROM YOUR SUCCESSES.

UM, SO THAT WAS INCREDIBLY, INCREDIBLY HELPFUL.

UM, JUST TO HEAR SUCCESS STORIES IN HERE, STRUGGLES THAT OTHER MUNICIPALITIES HAVE FACED.

UM, SOME OF THE CLASSES I HAD ATTENDED, I'M NOT GONNA GO THROUGH A LIST OF ALL OF THEM 'CAUSE SOME OF THEM ARE DIRECTLY BORING, LIKE BUDGET WRITING AND USING COMPUTER SOFTWARE TO ORGANIZE BUDGET WRITING OR, UM, HOW TO BEST DEAL WITH GAP FUNDING AND UNDERSTANDING STATE AND LOCAL GRANTS.

I WAS LIKE, A LOT OF IT WAS VERY GET OUTTA BOOK AND LEARN ALL THESE THINGS AND THOSE ARE THE ONES I ATTENDED.

BUT I WAS INTERESTING TO HEAR LIKE BEST DEAD PRACTICES AND REALLY UNDERSTANDING HOW MUNICIPAL DEBT IS SO MUCH DIFFERENT THAN SCHOOL DEBT.

IT IS SO MUCH DIFFERENT THAN PERSONAL DEBT AND HOW TO BEST MANAGE THOSE DEBT PRACTICES, HOW TO BALANCE THE NEEDS, UM, AND WANTS IN A MANNER SO THAT YOU, UH, ENCOURAGE STRONG AND SOLID GROWTH.

AND SOMETIMES IT'S A LITTLE NOT WHAT YOU WOULD EXPECT.

AND SO IT'S INTERESTING TO HEAR HOW MUNICIPALITIES HAVE BEST ADDRESSED THEIR DEBT PRACTICES IN A ROBUST WAY.

UM, AND I, I ATTENDED A SESSION ON SUPPORTIVE INCLUSIVE HIRING PRACTICES TO ENCOURAGE, UM, APPLICANTS TO APPLY FOR, UM, VARIOUS HIRING POOLS YOU WOULDN'T TYPICALLY SEE COME OUT.

I THINK IT'S AN OPPORTUNITY FOR US AS A MUNICIPALITY TO REALLY ENCOURAGE PEOPLE TO, TO APPLY FOR STATE JOBS AND MUNICIPAL JOBS AND UNDERSTAND THE VALUE OF WORKING FOR A MUNICIPALITY, UM, AS A STATE EMPLOYEE FOR ALL THESE YEARS.

I UNDERSTAND THE VALUE AND THE OPPORTUNITY TO SERVE, BUT ALSO KIND OF HOW THE WHOLE SYSTEM WORKS AND WHAT ARE THE OTHER, THE OTHER THINGS THAT COME WITH WORKING, LIKE BETH SAID WITH STATE RETIREMENT AND THINGS OF THOSE THAT IT'S HARD TO UNDERSTAND AND APPRECIATE WHEN YOU'RE JUST STARTING OUT IN YOUR CAREER, BUT WHEN YOU'RE GETTING CLOSER TO THE END, IT HAS A DIFFERENT INCENTIVE TO IT.

UM, THE DEEPER UNDERSTANDING, I, I GOT TO ATTEND A SESSION ON CANNABIS AND THE CANNABIS ROLLOUT THROUGHOUT THE STATE AND IT WAS NICE TO HAVE AN EXPERT GET UP THERE AND EXPLAIN TO US WHERE THE STATE STANDS, BUT ALSO WHAT THE ROLLOUT LOOKS LIKE STATEWIDE AND KIND OF DISPEL ANY RUMORS THAT WERE KIND OF GOING AROUND AS TO WHAT IT'S GONNA LOOK LIKE AND HOW IT'S GONNA GO, BUT ALSO HELP US UNDERSTAND THEY ARE TAKING IT SUPER SLOW AND SUPER CAUTIOUS STATEWIDE TO MAKE SURE THEY DO IT RIGHT.

UM, I HAD A OPPORTUNITY TO ATTEND A SESSION ON LIBRARIES AND UNDERSTAND I THE VARIOUS TYPES OF LIBRARIES THROUGHOUT THE, UH, STATE.

THERE ARE SEVERAL DIFFERENT TYPES OF LIBRARIES.

WE ARE SUPER LUCKY IN WESTERN NEW YORK TO HAVE THE TYPE LIBRARY WE DO THAT IS SUPPORTED BY THE COMMUNITIES AND HAVE ACCESS TO ALL OF THESE OPPORTUNITIES.

BUT IT WAS VERY INTERESTING TO FIND OTHER WAYS TO CREATIVELY SUPPORT THE LIBRARIES AS MUNICIPALITY.

UH, AND THEN I ATTENDED VARIOUS OTHER SESSIONS, UM, LISTENING TO EXPERTS ON CASE LAW AND THE EVER-CHANGING CASE LAW AND LITIGATION THAT GOES WITH PLANNING BOARDS AND ZONING BOARDS AND UM, PLANNING LEGISLATION.

AND THAT WAS VERY AS SOMEBODY WHO PLANNING IS STILL A HIGH AREA OF INTEREST FOR ME.

IT WAS NICE TO HEAR AND LISTENED TO SOMEBODY SPEAK ABOUT THAT, BUT ALSO LISTENED TO ABOUT 30 DIFFERENT CASE LAWS THAT HAD CHANGED IN THE PAST YEAR THAT SOME OF 'EM HAD CHANGED WITHIN

SO IT WAS NICE TO GET THE MOST UPTODATE INFORMATION.

AND THEN THAT BEING SAID, I ALSO ATTENDED, UM, TWO SESSIONS ON LEARNING ABOUT GREEN ENERGY, HOW TO BEST IMPLEMENT GREEN ENERGY IN YOUR COMMUNITY, AND MOST IMPORTANTLY, HOW TO GET THE BEST FUNDING OPTIONS FOR YOUR GREEN ENERGY, THE DIFFERENT GRANTS THAT ARE OUT THERE.

AND SINCE WE HAVE SO MANY PROJECTS THAT WE CURRENTLY HAVE IN THE WORKS, SOME OF THEM ARE ONES THAT WE COULD BE PURSUING RIGHT NOW FOR PROJECTS THAT ARE ALREADY IN THE PIPELINE.

THEY DON'T HAVE TO BE PROJECTS THAT WE'RE JUST STARTING.

SO THAT WAS ALL WONDERFUL, ESPECIALLY WHEN WE'RE TALKING ABOUT RISING ENERGY COSTS, TO BE MORE CONSCIENTIOUS AS A COMMUNITY TO WHEREVER WE CAN DECREASE THE IMPACT WE HAVE ON OUR FUTURE GENERATIONS, BUT ALSO BE VERY FISCALLY MINDED IN DOING WHAT WE CAN TO PRESERVE OUR POCKETBOOKS WHILE STILL HAVING THE LIGHTS ON AND KEEPING THE BUILDINGS WARM.

AND THEN SOMEBODY CALLED ME AND SAID THAT YOU COULD HAVE RAISED TO $37,900.

UM, I GET TWO QUESTIONS.

ONE IS YOU HAVE A REASON WHY YOU DIDN'T RAISE IT TO THE MAX CAP.

THE SECOND IS, DO YOU HAVE THE NUMBER OF HOW MANY PEOPLE THAT IMPACTS? SO YES.

AND THAT WILL INFORM OUR DECISION THIS YEAR WHEN WE TAKE UP THE SAME TOPIC AND HAVE THE OPPORTUNITY TO RAISE THAT CEILING ONCE AGAIN.

AND I KNOW THAT KEN HAS LOOKED AT THE DRAINAGE STUDY, WE DID RECEIVE THE MULTIPLE COPIES OF THE DRAINAGE STUDY SO THAT WE CAN DIVE, FILTER INTO THE LIST, THE ENORMOUS LIST OF PROJECTS AT THE BACK OF THE REPORTS THAT, UM, THAT THEY'RE RECOMMENDING THE TOWN UNDERTAKE.
