THE ONLY ITEM WE HAVE IN THE AGENDA FOR DISCUSSION IS THE SALE OF PARK LAND, WHICH IS JUST REALLY A CONVERSATION THAT I WOULD LIKE TO HAVE WITH THE BOARD, GIVE THEM THE OPPORTUNITY TO KIND OF WEIGH IN ON WHETHER WE SHOULD, UM, AS A WHOLE, UH, CONSIDER SELLING PARKLAND TO FOLKS THAT ARE INTERESTED IN, IN IT.
I KNOW THAT DIFFERENT SITUATIONS WE'LL BRING DIFFERENT, UH, FOLKS, BUSINESSES, ENTITIES AND RESIDENTS, UH, TO WANT TO PURCHASE PARKLAND.
THERE IS AN ALIENATION PROCESS THAT THE TOWN HAS TO GO THROUGH IN ORDER TO SELL OR, UH, SUPPLANT PARKLAND.
THERE IS, UM, AN OPTION TO TRADE OFF ON SOME PARKLAND IF THERE'S, UH, SOMEBODY NEARBY THAT WOULD LIKE OUR PORTION, UH, BUT GIVE THE TOWN ANOTHER PORTION.
IN THE COURSE OF THE PAST, PROBABLY YEAR OR SO, WE'VE HAD A COUPLE INQUIRIES.
UM, WELL WE'VE HAD SEVERAL INQUIRIES.
SOME OF THEM ARE REALLY EASY BECAUSE IT JUST DOESN'T MAKE SENSE.
UM, BUT WE'VE HAD A COUPLE THAT ARE A LITTLE BIT MORE COMPLICATED AND I WANTED TO RAISE THIS ISSUE FOR DISCUSSION AMONG THE TOWN BOARD ON HOW FAR DO WE WANT TO LOOK AT THIS.
UM, WE'VE HAD SOME RECENT INQUIRIES ALONG SMITH ROAD, UH, A RESIDENT THAT WOULD LIKE TO PURCHASE, UH, TO KEEP IT AS RECREATION LAND, HOWEVER, I WAS LOOKING TO PERMIT, UH, HUNTING ON THAT LAND AND ANOTHER PERSON THAT HAS AN AGRICULTURAL INTEREST IN THAT LAND.
BUT BEFORE WE GET INTO SPECIFICS WITH THOSE, UH, TWO FOLKS THAT ARE LOOKING IN THAT PARCEL, IS THIS SOMETHING THAT WE WOULD LIKE TO PURSUE? UH, AND HOW FAR WOULD WE LIKE TO PURSUE IT? MY PERSONAL OPINION I'LL SHARE FIRST IS, UM, THE STATE MAKES IT HARD TO ALIENATE OUR LAND FOR, FOR A REASON.
WE'RE STEWARDS OF THAT GREEN SPACE.
UM, WE'D BE MAKING A DECISION THAT'S GONNA IMPACT, UH, GENERATIONS INTO THE FUTURE.
SO I WOULD SET A VERY HIGH BAR MYSELF TO, TO SELL PARKLAND, BUT I'M CERTAINLY WILLING TO, UH, TO ENTERTAIN ANY THOUGHTS, UH, AND ADJUST WHERE THAT BAR MIGHT BE.
SO I THINK I HAVE THE SAME, YOU KNOW, INITIALLY MY THOUGHTS WOULD BE THAT ALONG THE SAME LINES AS WHAT YOU JUST ARTICULATED, AND I BELIEVE, I DON'T KNOW IF IT WAS, IF IT WAS THIS BOARD, BUT I BELIEVE THIS HAS COME UP ACTUALLY SEVERAL TIMES.
I KNOW SINCE I'VE BEEN ON THE BOARD.
UM, SO SOME OF YOU MAY REMEMBER THIS CONVERSATION IN THE PAST AND, UH, I KNOW SOME OF THE QUESTIONS THAT WERE RAISED AT THAT POINT INCLUDED, AS YOU SAID, BUT WHAT CHANGES IN USE THERE WOULD BE SOME OF THE, UH, YOU KNOW, THE ARDUOUS PROCESS OF ALIENATION, UM, YOU KNOW, CHANGING THAT OVER, UM, CONCERNS OF THE SURROUNDING NEIGHBORS AND THE FACT THAT, UH, WHEN AN INDIVIDUAL COMES FORWARD TO PURCHASE, HAS IT BEEN THEN REALLY OPENED UP FAIRLY TO EVERYONE TO HAVE THE OPPORTUNITY TO PURCHASE THAT.
I KNOW WHEN WE'VE HAD THIS CONVERSATION IN THE PAST, THE THOUGHT WAS IF WE'RE THINKING ABOUT, UM, RELEASING A, A PARTICULAR PARCEL OF LAND, IT REALLY SHOULD PROBABLY BE OPENED UP IN FAIRNESS TOO, SO THAT EVERYONE HAS THE OPPORTUNITY WE MIGHT BE INTERESTED RATHER THAN A SINGLE PERSON WHO COMES FORWARD.
I KNOW THOSE WERE SOME OF THE CONCERNS THAT HAVE BEEN VOICED IN THE PAST.
I AGREE WITH WHAT THAT SAID ABOUT OPENING IT UP.
I THINK IF WE WERE TO ENGAGE IN THAT PROCESS, I GUESS, UM, HAVING A BETTER OVERVIEW OF EXACTLY HOW MUCH PARKLAND WOULD FALL INTO THIS CATEGORY TO BE AT THE SOUTH, UM, WHO WE COULD PARTNER WITH TO KIND OF BE ADVISED IF WE WERE GOING TO PURSUE IT.
BUT I, I AGREE WITH TREAD CAREFULLY.
I'D ALSO BE IN AGREEING WITH EVERYTHING THAT'S BEEN STATED.
UM, I WILL MENTION THE CONSERVATION BOARD DID MEET WITH ONE OF THE INTERESTED PARTIES AND HAD A, A POSITIVE, UM, OPINION IN TERMS OF THE POSSIBILITY.
AGAIN, WE KNOW IT'S A, UH, AN ARDUOUS PROCESS, BUT, UM, I THINK THAT THAT WAS TELLING TO ME ANYWAY, BECAUSE, YOU KNOW, THE CONSERVATION BOARD IS ABOUT CONSERVING LAND AND FOR THEM TO, UM, HAVE THE THOUGHT THAT THIS WOULD BE A POSITIVE TO GET THAT OFF THE TOWN TO A PRIVATE OWNER WAS, UM, YOU KNOW, SOMETHING THAT DEFINITELY, YOU KNOW, MADE ME TAKE NOTE.
AND I THINK IT WOULD BE, UM, YOU KNOW, IN THIS PARTICULAR CASE OR IN IN MANY CASES COULD BE JUST A LANGUAGE, THE STIPULATIONS.
UM, IF, YOU KNOW, IF, IF THE TOWN NO LONGER HAS TO, YOU KNOW, THAT RESPONSIBILITY AND IS TAKING THAT LIABILITY OFF, OFF OUR PLATE, UM, AND IF SOMEBODY ELSE

UM, I DO HAVE SOME RESERVATIONS ABOUT SELLING ANY PARKLAND SINCE WE'RE DEFINITELY NOT IN A POSITION WHERE THERE'S A LACK OF ABUNDANCE OF PROPERTY FOR SALE WITHIN THE TOWN.
WE HAVE LOTS OF VACANT LAND THAT COULD STILL BE DEVELOPED.
I DON'T THINK WE SHOULD START GIVING UP OUR TOWN RESOURCES OR OUR TOWN LANDS LIKE THAT PARKLANDS, AND WE, WE ARE THE STEWARDS OF IT FOR GENERATIONS TO COME.
THAT BEING SAID, I THINK IF WE DO, WE NEED TO LOOK VERY CAREFULLY AT RESTRICTING THEM TO THE POINT WHERE THEY'RE NOT OVERLY DEVELOPED THAT WHERE THERE ARE PRETTY HEAVILY DEED RESTRICTED TO MAINTAIN A PASSIVE GREEN SPACE TYPE OF RESTRICTION ON IT.
UNLESS WE CAN FIGURE OUT ANOTHER MEANS OF DOING THE LAND EXCHANGE OF SOME SORT, WHERE WE MAINTAIN A CERTAIN, A SAME PERCENTAGE OF PARKLANDS WITHIN THE TOWN AND PARKLANDS EQUALLY SPREAD WITHOUT REGIONS OF THE TOWN.
I WOULDN'T WANT ONE REGION IN THE TOWN TO BECOME SO DENSELY POPULATED IN ANOTHER REGION OF THE TOWN TO BE KNOWN AS THE SPOT WITH ALL THE NICE PARKS.
ANYBODY LIKE TO WEIGH IN FROM OUR ENGINEERING DEPARTMENT OR LEGAL DEPARTMENT? I KNOW YOU GUYS TYPICALLY WEIGH IN ON EACH INDIVIDUAL CASE BY CASE BASIS.
AND THAT REALLY IS WHAT IT IS.
UM, WHEN WE'RE INVOLVED WITH THE PLANNING BOARD, GREEN SPACE IS ALWAYS A BIG ISSUE.

UM, BUT ONCE YOU DO ANYTHING OTHER THAN THAT, THE BIG QUESTION WE'RE GONNA GET FOR NEIGHBORS IS, WELL, HOW'S THAT GONNA IMPACT DRAINAGE? YEAH.
SO, BUT THAT WOULD CERTAINLY BE MORE CASE BY CASE THAN REALLY THAT OVERALL LOOK.

ONE OF THE CONDITIONS OF THAT APPROVAL, UM, PER THE MINUTES OF THE MEETING IS THAT, UM, UH, ADD TO THE RESOLVE CLAUSE AS FOLLOWS TO BE FURTHER RESOLVED THAT THE DEVELOPER ALSO SUBMIT PLANS FOR THE REMAINING PARCELS LOCATED WITHIN THE HAMBURG BUSINESS PARK WITHIN TWO MONTHS TIME.
NOW THESE MINUTES ARE FROM OCTOBER I CHECKED WITH THE PLANNING BOARD.

WE HAD OVER 600 RESPONSES TO THE SURVEY, UH, AS WELL AS SOME GREAT MEETINGS BETWEEN OUR, THE CONSULTANT AND THE VARIOUS ORGANIZATIONS AND DEPARTMENTS.
THEY'VE PREPARED SOME PRELIMINARY CONCEPT PLANS, UH, WHICH WE'VE ALREADY COMMENTED ON.
SO THEY'RE GONNA WORK UP, UH, THAT A LITTLE BIT FURTHER AND SEE, UH, HOW THEY CAN BEST MEET THE TOWNSHIPS.
UM, LIKE TO UPDATE ON THE MOUNT BURNING PROJECT.
THE UM, CONTRACTOR THAT'S OUT THERE IS GOING TO BE CATCHING UP TO HOW MUCH VIDEO THAT WE'VE REVIEWED AND ADVISE ON REPAIRS.
SO THEY'RE GONNA PULL OUT FOR ABOUT FOUR WEEKS.
SO YOU WON'T SEE MUCH CONSTRUCTION WORK LIKE DIGGING AND REPAIRING LINES, BUT THE LINING CREW IS, UH, WE AWARD IT TONIGHT.
WE'LL START IMMEDIATELY AND START LINING, UH, SEWER LINES.

AND, AND THAT COMMUNITY CONTINUES TO REEL.
BUT WHAT WAS PROMISING, UH, WE HAD HALF A DOZEN RESIDENTS OF THAT FACILITY SIGN UP TO JOIN US ON A WALK AUDIT, WHERE WE'RE GONNA BE SENDING TEAMS OUT INTO THE COMMUNITY TO ASSESS THE SAFETY, UH, AND PUT THE APPROPRIATE ENTITIES ON NOTICE OF WHAT THEIR RESPONSIBILITY IS, AND THEN WORK WITH THE RESIDENTS TO ADVOCATE FOR RESOURCES TO MAKE THAT STRETCH OF ROAD SAFER SO THAT THEY CAN ENJOY THE BENEFIT OF THAT ROAD JUST AS MUCH AS FOLKS THAT CHOOSE TO ENJOY THAT ROAD WITH A MOTOR VEHICLE.
UM, THESE FOLKS ARE ESSENTIALLY IN A PRISON AND NOT ABLE TO CROSS THE STREET SAFELY TO GO GET GOODS AND SERVICES AND CARRY OUT THEIR ACTIVITIES OF DAILY LIVING.
UM, SO THEY'RE GONNA TURN THIS TRAGEDY INTO REALLY ATTRIBUTE FOR A WOMAN, UH, WHO DIED, UM, YOU KNOW, AFTER ADVOCATING FOR CHANGES ON THE STREET HERSELF.
UH, SO I'M EXCITED TO HAVE THE HELP OF THIS GROUP AND I SHARE THIS INFORMATION TODAY BECAUSE WE'RE GONNA BE LOOKING FOR MORE FOLKS TO, TO HELP US EVALUATE THAT SECTION.
WE DON'T HAVE A DATE FOR THE WALK AUDIT YET, BUT IT IS GOING TO BE IN JUNE.

UH, MR. REED ALSO HAS, UH, HAD A DAUGHTER WHO IS OUR COURT ADMINISTRATOR, UH, BRIDGETTE LAVELL.
SO, UH, OUR THOUGHTS CERTAINLY GO OUT TO THE LAVAL AND REED FAMILIES IN, IN THEIR LOSS.
UM, AND I WOULD MAKE A, A MOTION TO ADJOURN, UH, AFTER A BRIEF MOMENT OF SILENCE, UM, IN MEMORY OF MR.
