CURRENTLY, THE AMENDMENT, UH, HAS THE HOURS ENDING AT 10 30, AND I'M GONNA MAKE AN AMENDMENT TO, UH, HAVE THE CLOSING HOUR BE 11:00 PM UH, THE SECOND AMENDMENT IS GONNA ADDRESS THE OPEN ALCOHOL. UM, THE, YOUR STATE ALCOHOL BEVERAGE CONTROL OFFICE REGULATES WHERE AND WHEN ALCOHOL CAN BE SERVED AND THE BUSINESSES THAT WE ALLOW TO USE DIFFERENT PARCELS THROUGHOUT THE TOWN. [00:20:01] UM, I REALLY DON'T THINK WE HAVE ANY STANDING IN THIS, IN PROHIBITING ALCOHOL USE. AND I WORRY THAT IT'LL SET US UP FOR FUTURE LITIGATION THAT WILL RENDER ALL OF THESE RESTRICTIONS MOOT IN THE LONG RUN. AND I WOULD SAY THAT, I MEAN, THE TRUTH IS THE, THE, THAT THERE'S GONNA BE NO OUTDOOR EVENTS AFTER DUSK AND INDOOR EVENTS AFTER 11 O'CLOCK, WHICH ALSO INFRINGES ON THE NEW YORK STATE ALCOHOL BEVERAGE CONTROL LAW THAT ALLOWS PEOPLE IN ERIE COUNTY TO SERVE ALCOHOLIC BEVERAGES UNTIL 4:00 AM. BUT THESE ARE THE RESTRICTIONS THAT DON'T CAUSE A NEGATIVE IMPACT THAT ARE ALLOWING FOR THE RE TO GO FORWARD. THAT'S THE UNIQUE SITUATION YOU WANT AND THE OPPORTUNITY THAT WE HAVE TO TRY TO BRIDGE THE CONCERNS OF TWO DIFFERENT GROUPS. I MEAN, AT THE END OF THE DAY, I THINK WE'RE, WE'RE REALLY TRYING TO STRIKE THE BALANCE BETWEEN ADDRESSING ALL THE NEIGHBOR'S CONCERNS AND ADDRESSING ALL THE, THE BUSINESS OWNER'S CONCERNS TO, TO RUN A VIABLE OPERATION. AND I THINK, YOU KNOW, WE'VE REALLY HAVE THIS AMENDMENT EXTREMELY RESTRICTIVE AND REALLY TOUCHES ON ALMOST ALL OF THE NEIGHBOR'S PRIMARY CONCERNS. AND I THINK IT ALMOST GOES IN, IN A DIRECTION THAT'S TOO RESTRICTIVE FOR THE OWNERS. I UNDERSTAND THE CONCERN OF THE, YOU KNOW, IT'S A REZONING, UM, BUT IN TALKING TO THE, THE NEIGHBORS, THESE TWO ADJUSTMENTS, THE, THE 11 O'CLOCK, UM, I DON'T THINK ANYBODY HAS AN ISSUE WITH, AND EVEN THE, YOU KNOW, THE OUTDOOR, I THINK THE STATE LIQUOR AUTHORITY, UM, THE, THE TOWN PLANNING DEPARTMENT, I MEAN, THERE'S, THERE'S RULES AND REGULATIONS. THEY'RE ALSO, REMEMBER THIS IS JUST GETTING THEM IN THE DOOR. THEY'RE GONNA NEED TO GO TO THE PLANNING BOARD AND GET ADDITIONAL, UH, PERMITS AND C SITE APPROVAL, UM, ON TOP OF WHAT WE'RE WE'RE ASKING FOR. SO I THINK IF ALL 13 ESSENTIALLY STAND AS OUR PROPOSED, IT'S TOO RESTRICTIVE. UH, YOUR WORK AT A VERY DIFFICULT AND CONTROVERSIAL TIME, UH, AS LIAISON OF THE POLICE DEPARTMENT. YOUR WORK WITH THE POLICE REFORM AND REINVENTION COMMITTEE HAS BROUGHT REAL CHANGES TO OUR, OUR POLICE DEPARTMENT. UH, YOU WERE KEY AND INSTRUMENTAL IN BRINGING A MENTAL HEALTH PROFESSIONAL TO REALLY HELP THE RESIDENTS OF OUR COMMUNITY, UM, AND HELP OUR OFFICERS DO A BETTER JOB. I MEAN, WE'VE HAD, WE'VE HAD SOME FOLKS THAT WOULD CALL OUR POLICE DEPARTMENT FIVE TO SEVEN TIMES A DAY, BUT ONCE WE WERE ABLE TO CONNECT THEM WITH A MENTAL HEALTH PROFESSIONAL, THOSE CALLS STOPPED. IT HELPED THE PERSON, AND IT HELPED OUR STAFF MAKING AN IMPACT THAT IS NOT MEASURABLE, UH, BUT CERTAINLY NOTICEABLE IN OUR DEPARTMENT. THESE ELECTED POSITIONS, UM, ARE TOUGH WORK, AND YOU GIVE UP A LOT TO SACRIFICE TO DO THIS WORK. YOU GIVE UP A LOT OF PRIVACY. YOU PUT YOURSELF AT RISK FOR, FOR, FOR ALL KINDS OF CRITICISM. UM, AND, AND AS YOU WELL SHOULD, AND, YOU KNOW, THESE ARE IMPORTANT DECISIONS THAT WE'RE MAKING, UM, DECISIONS THAT NOT EVERYBODY'S GONNA WALK AWAY HAPPY. UM, WE HAD A BIG TURNOVER, SO I'M REALLY CONFIDENT THAT, UM, THESE, UH, OUTSTANDING COMMUNITY LEADERS ARE GONNA HELP. AND TO BE A, UH, A SMALL PART OF IT AND TO, TO, TO SEE IT FIRSTHAND, UH, I JUST WANT TO THANK THE CITIZENS AND ENCOURAGE THEM TO CONTINUE THEIR ACTIVISM, CONTINUE, UM, THEIR WILLINGNESS TO, TO HELP THE TOWN BE THE BEST PLACE THEY CAN. I THINK THEY HAVE A HARD TIME, YOU KNOW, AS YOU'VE HEARD, IT'S, IT'S NOT THE SAME WITH ALL OF THE EMPLOYEES, BUT I THINK OFTEN, YOU KNOW, UM, WHEN YOU'RE TRYING TO PROMOTE ACCOUNTABILITY, IT CAN FEEL LIKE PERSECUTION IF THEY'VE NEVER FACED IT. AND, AND I'VE, I'VE FELT THAT, YOU KNOW, AND IN SOME OF THE THINGS THAT WE ARE TRYING TO, UM, ACCOMPLISH HERE, I'M HAPPY TO SEE THAT WE ARE MOVING FORWARD WITH POLICIES, PROCEDURES, MODERNIZING THINGS. UM, BUT I, I SHARE THAT WITH YOU BECAUSE THE GROUP HERE HAS GROWN AND GROWN AND GROWN OVER THE PAST FOUR YEARS. WE USED TO HAVE FOUR PEOPLE IN THE AUDIENCE, THEN IT WAS 40, THEN IT WAS 80. AND SO I, I APPLAUD THE RESIDENTS FOR HOLDING US ACCOUNTABLE, YOU KNOW, FOR HOLDING US ACCOUNTABLE TO, TO DO OUR JOBS. WHEREAS MICKEY EK BEGAN HER CAREER WITH THE TOWN OF HAMBURG, AND IN OCTOBER OF 1995, AND WHERE ASKED YOU TO SERVE THE TIME OF THE HAMBURG AS AN INVALUABLE EMPLOYEE OF THE FINANCE AND ADMINISTRATION DEPARTMENTS, WHERE SHE PERFORMED HER RESPONSIBILITIES, COMMITMENT, AND DEDICATION. AND WHEREAS MS. EK HAS BEEN A RELIABLE, TRUSTED, AND CARING COWORKER AND FRONT OF ALL WHO CROSSED HER PATH, WHILE ALWAYS HAVING THE TOWN'S BEST INTERESTS AT HIRES. AND WHEREAS SHE'S PASSIONATE ABOUT PERFECTION AND DOING IT RIGHT THE FIRST TIME AS SHE IS FOR THE BUFFALO BILLS. AND WHEREAS MICKEY WILL ENJOY HER RETIREMENT FREEDOM, WATCHING HER BELOVED BUFFALO BILLS, SPENDING MORE TIME WITH CHARLIE AND ALLOWING HER TO CONTINUE TO BE A PROUD, LOVING AUNT AND SISTER.
