THERE HAVE BEEN DEVELOPERS THAT HAVE GONE IN ALONG PARKER ROAD JUST RECENTLY AND DONE TRAFFIC STUDIES, WHERE THE TRAFFIC AREA IS ALONG PARKER AND BIG TREE AND EVEN ABBOTT AREA ARE EARNING RDS. AND THERE'S AREAS WHERE WE HAVE SIGNIFICANT CONCERNS ABOUT SEWAGE AND DRAINING RUNOFF RUNNING AT THE CAPACITY STORMWATER THAT THE CAPACITY THAT ERIE COUNTY CAN HANDLE. AND I AGREE, THE BILLS HAVE DONE A GREAT AMOUNT OF RESEARCH, BUT THAT IS TAKING INTO ACCOUNT THAT EQ IS THERE. THE RESEARCH IS NOT TAKING INTO ACCOUNT A ROBUST DEVELOPMENT OF THAT SITE. SO I THINK WE JUST NEED TO BE CAREFUL THAT IF WE DO PUT THESE PLANS IN PLACE, WE ALSO PUT PLANS IN PLACE TO MAKE SURE THAT THE TRAFFIC IS ADDRESSED AND THE INFRASTRUCTURE IS ADDRESSED. THE THING WITH THAT IS YOU GOT TWO STATE ROADS AND ONE COUNTY ROAD. WE DON'T NEED TO MAKE IT WORSE THOUGH, RIGHT? WHICH IS WHY WE DON'T WANT A THOUSAND UNIT APARTMENT COMPLEX THERE. AND WE'RE PUTTING INTO THE DRAFT OF THE ZONING THAT, CONTINGENT UPON APPROVAL, IS DOING A TRAFFIC STUDY FOR THAT SPECIFIC DEVELOPMENT THAT WOULD BE PROPOSED BECAUSE WE CAN'T ANTICIPATE EXACTLY WHAT A DEVELOPER WOULD DO, BUT WE CAN PUT THE ONUS ON THEM TO DO THAT STUDY AND THEN TAKE APPROPRIATE MITIGATION MEASURES IN ORDER FOR THE THE BOARD TO APPROVE THAT. SO BUILDING A LOT OF SAFEGUARDS IN THERE, AND I THINK THAT WAS EVERYONE THAT WE'VE TALKED TO, WHETHER IT'S PUBLIC COMMITTEE MEMBERS, YOU KNOW, WE WANT OUR WHATEVER WE PROPOSE OR COME BACK TO THE TOWN BOARD WITH TO PROPOSE. WE WANT TO MAKE SURE THAT THERE'S A LOT OF SAFEGUARDS IN THERE AND THAT IT THAT WE REALLY PUT OUR THUMBPRINT ON THIS OR A PRINT ON IT ABOUT WHAT THE COMMUNITY WOULD WANT TO SEE, WHICH INCLUDES A LOT OF WHAT WE DON'T WANT TO SEE. WELL, THE TRAFFIC MITIGATION MEASURES THEN, TOO, THERE NEEDS TO BE SOMETHING WE PUT IN THERE THAT IT'S JUST NOT TRAFFIC MITIGATION, BECAUSE THE IDEA BEHIND TRAFFIC MITIGATION IS WHEN YOU DO TRAFFIC STUDIES, YOU CAN'T MAKE IT SIGNIFICANTLY WORSE. WELL, IF IT'S ALREADY PRETTY BAD, THE GOAL IS NOT TO MAKE IT AT ALL AT ANY DEGREE. WORSE, IT SHOULD BE TO MAKE IT BETTER. SO I THINK WE NEED TO PUT THAT IN THERE THEN, AS IF IT IS GOING TO, IN ANY MODICUM, CHANGE THE TRAFFIC PATTERN OR CHANGE THE TRAFFIC COMPLEXITY IN THAT AREA, YOU ARE ON THE ONUS OF FIGURING OUT HOW TO MAKE IT BETTER. YOU CANNOT ADD ANYTHING TO THE BURDEN, AND THAT'S DEFINITELY GOING TO BE A DIFFICULT HURDLE FOR DEVELOPERS THAT'S LIKE TO FIGURE OUT, BUT I'M SURE IT'S IN A TEMPTING SITE. THEY WILL FIGURE IT OUT.
