THANK YOU. THANK YOU. SUPERVISOR. I THINK MY UPDATE SHOULD BE FAIRLY QUICK. I USUALLY TRY TO TAKE TIME WHEN THERE IS TIME AVAILABLE ON THE WORK SESSION. JUST TO GIVE THIS BOARD AN OVERVIEW OF ALL THE VAST NUMBER OF ZONING CHANGES. AS YOU GUYS RECALL, THERE'S BEEN A NUMBER OF PUBLIC HEARINGS THAT WE'VE HELD. WE'VE DONE A LOT OF DIFFERENT ZONING CHANGES OVER THE PAST COUPLE OF MONTHS. SO I JUST TRY TO KEEP YOU GUYS INFORMED WITH WHAT'S GOING ON. AND THEN THERE ARE SOME THINGS THAT WE'LL CARRY OVER INTO 26. SO JUST TO MAKE SURE THAT WE CONTINUE TO GIVE UPDATES ON THAT. IF YOU DO RECALL AT OUR LAST TOWN BOARD MEETING, WE DID PASS ZONING CHANGES THAT INCLUDED SOME REZONINGS IN THE INDUSTRIAL AREA OF THE TOWN NEAR ABBOTT ROAD AND LAKE AVENUE. SO THOSE ARE IN THE HANDS OF THE LEGAL DEPARTMENT AND SENDING THOSE TO THE DEPARTMENT OF STATE FOR THOSE TO BE OFFICIAL. WE ALSO DID ALSO APPROVE ZONING CHANGES THROUGHOUT THE TOWN CODE, RANGING FROM EVERYTHING FROM LOOKING AT CAR WASH REGULATIONS, PRIVATE RENTAL, MINI STORAGE, LOOKING AT OUR EXISTING R-3, OUR NEIGHBORHOOD COMMERCIAL. SO THERE WAS A LOT OF THINGS THAT I THINK ANSWERED A LOT OF QUESTIONS THAT NOT ONLY TOWN BOARD MEMBERS HAVE HAD, BUT RESIDENTS HAVE HAD ABOUT DEVELOPMENT WITHIN THE TOWN, SUPPLEMENTAL REGULATIONS, YOU KNOW, GUIDING THAT DEVELOPMENT AND THEN PLANS FOR THE FUTURE OF HOW THE TOWN IS OBVIOUSLY GOING TO CONTINUE TO GROW. BUT THAT GROWTH NEEDS TO BE SMART IN PRINCIPLE. SO I THINK WE'VE DONE SOME ZONING CHANGES TO START GETTING THAT BALL ROLLING. OBVIOUSLY, YOU'RE NOT GOING TO FIX YOUR ZONING CODE IN ONE AND ONE ZONING SUMMARY, BUT WE'RE GOING TO CONTINUE TO IMPLEMENT SOME OF THESE CHANGES BEFORE THIS BOARD. THERE'S A NUMBER OF COMMITTEES THROUGHOUT THE TOWN THAT WERE MAKING SURE THAT WE'RE GETTING THEIR INPUT FROM. AND THEN WE'RE CONTINUING TO, YOU KNOW, GET THEM ON THE DOCKET, HOLD PUBLIC HEARINGS, HEAR FROM THE PUBLIC, AND GO FROM THERE. IN TERMS OF TONIGHT, WHAT I JUST WANT TO QUICKLY GO OVER IS, IF YOU GUYS ALSO RECALL, WE'VE BEEN TALKING ABOUT THIS LAKEVIEW COMMERCIAL DISTRICT. I JUST WANTED TO GIVE AN UPDATE ON THAT FROM THE LAST TIME WE'VE SPOKEN WITH A NUMBER OF NEIGHBORS WHO CAME OUT TO OUR FIRST PUBLIC HEARING WITH SOME QUESTIONS ABOUT THE COMMERCIAL DISTRICT. WE'VE THEN SPOKEN WITH THE ZONING COMMITTEE, WE'VE TALKED WITH THE PLANNING BOARD. WE BELIEVE THAT WE HAVE A DRAFT THAT WE THINK ANSWERS A NUMBER OF QUESTIONS FROM SOME PROPERTY OWNERS THAT ARE IN THE AREA.

WHAT WE WOULD LIKE TO DO WITH THIS BOARD SUBMISSION IS HOLD ON THE DISTRICT ITSELF. SO WHAT THAT WOULD MEAN IS WE WOULDN'T HOLD A PUBLIC HEARING ON THE REZONING CHANGES. NONE OF THOSE WERE ARE SUBJECT TO CHANGE. WE'RE STILL PLANNING ON INCORPORATING ALL OF THE ZONING CHANGES, BUT WE'RE PLANNING ON HOLDING A PUBLIC HEARING ON THE ACTUAL LAKEVIEW COMMERCIAL DISTRICT ITSELF AND THE REGULATIONS THAT ARE IN IT AND THE PERMITTED USES THAT ARE IN IT, BECAUSE WE'D LIKE TO HEAR FROM MEMBERS OF THE PUBLIC AGAIN, BECAUSE WE'RE MAKING SUBSTANTIAL CHANGES TO THE COMMERCIAL DISTRICT, WE BELIEVE THAT IT WARRANTS ANOTHER PUBLIC HEARING. OBVIOUSLY, WE'LL ALLOW THE TOWN LEGAL DEPARTMENT TO, YOU KNOW, COSIGN THAT. BUT IF WE DID HOLD ANOTHER PUBLIC HEARING, WHETHER IT'S FOR THE DECEMBER 22ND MEETING OR IF IT'S FOR, YOU KNOW, BEYOND, WE THINK THAT GETTING THAT ON THE DOCKET AND HEARING FROM THOSE RESIDENTS, JUST TO MAKE SURE THAT WE LISTEN TO EVERYONE, THAT WE LISTEN TO THE TOWN BOARD, WE LISTEN TO ALL THE DIFFERENT COMMITTEE MEMBERS THAT WE SPOKE ABOUT. AND, YOU KNOW, TRYING TO HAVE A DISTRICT THAT WE THINK IS ALL ENCOMPASSING, HOLDING A PUBLIC HEARING WILL GIVE US A CHANCE TO MAKE SURE THAT WE DID THAT. AND THEN GOING FORWARD WITH THOSE RECOMMENDED CHANGES. SO THAT'S GOING TO BE ON THE DOCKET. AND THEN THE LAST THING THAT I JUST WANT TO UPDATE THE BOARD ABOUT IS YOU'LL SEE ON TONIGHT'S AGENDA, YOU WILL SEE THAT THERE'S A RESOLUTION OR A PUBLIC HEARING FOR REZONING AT 4922 OREGON ROAD. BUT I DO THINK THAT IT THE PROPERTY OWNER SHOULD HAVE THE RIGHT TO AT LEAST COME BEFORE THIS BOARD AND SPEAK, AND HE WON'T BE HERE TONIGHT. SO. OKAY. THANKS. OKAY. PERFECT. AND THEN YOU'LL SEE A RESOLUTION FOR THE WHAT'S CALLED THE CONSISTENCY LAW. SO YOU GUYS PASSED A RESOLUTION AT THE LAST TOWN BOARD MEETING TO GO OVER SOME REZONINGS THAT WERE GOING TO GET DONE THROUGH THE END OF THE YEAR. DEPARTMENT OF STATE DOES REQUIRE US TO DO WHAT'S CALLED THE CONSISTENCY LAW. SO THAT IS THE LAW THAT GUIDES HOW COASTAL CONSISTENCY REVIEWS ARE DONE. AS YOU GUYS KNOW, IT GOES TO THE WATERFRONT ADVISORY COMMITTEE FOR A RECOMMENDATION. THE PLANNING DEPARTMENT THEN SENDS IT TO THE PLANNING BOARD AND THE PLANNING BOARD OR THE TOWN BOARD, DEPENDING ON, YOU KNOW, WHAT KIND OF ACTION IS IN THE LAW. THEN MAKE A FINAL DETERMINATION. WITH THAT CONSISTENCY LAW, WE WOULD HOLD A PUBLIC HEARING ON IT, AND THEN WE WOULD ADOPT IT EITHER AT THE DECEMBER 22ND MEETING, OR WE COULD TAKE IT INTO JANUARY. 20TH JANUARY 2026. IT WON'T AFFECT THE TIMELINE OF THE LWP. IT'S IN THE QUEUE OF DOS RIGHT NOW, BUT I JUST WANTED TO GO OVER WHAT THAT IS SO THAT WHEN YOU SEE IT ON THE AGENDA, IF THERE'S ANY QUESTIONS, I CAN ANSWER THEM.

SO MY ITEM FOR DISCUSSION AT THIS WORK SESSION IS THE ICE RINK RENOVATIONS PROJECT. PHASE FOUR. THERE IS A RESOLUTION ON TONIGHT'S AGENDA FOR A SMALL REQUEST FOR INCREASE IN FUNDS. AND I WANTED TO PROVIDE AN OPPORTUNITY TO DISCUSS AND SHOW YOU THE BREAKDOWN OF WHY WE'RE AT THIS POINT. SO AS YOU CAN SEE ON THE SCREEN, WE HAD OUR FOUR PRIME CONTRACTS GENERAL PLUMBING, MECHANICAL, ELECTRICAL. YOU SEE UNDER BUDGET LINE. THOSE ARE THEIR BID AMOUNTS THAT WERE AWARDED FOR A TOTAL CONTRACT OF $1,300,700. UNDER THOSE CONTRACTS, EACH CONTRACTOR HAD A SMALL ALLOWANCE. IT WAS 20,000 UNDER THE GENERAL AND THEN 10,000 UNDER THE OTHER CONTRACTS. THE CHANGE ORDERS, WHICH I WILL DISCUSS THE DETAILS OF, HAVE TOTALED THE AMOUNTS THAT YOU CAN SEE THERE. SO LOOKING AT USING UP THAT ALLOWANCE THAT HAS PUT THIS REQUEST, THAT WILL BE BEFORE THE BOARD AT $26,643.11. THERE IS A MINOR ERROR IN THE RESOLUTION. I THINK IT SAYS 27. IT IS 26. SO IN TALKING ABOUT

WHAT OCCURRED. SO UNDER THE GENERAL, YOU CAN SEE THAT THE GENERAL WENT HAS A $20,000 ALLOWANCE, BUT IS HAS ENDED UP WITH ABOUT 40,000 IN CHANGE ORDERS. AND THE REASON FOR THAT STARTED WITH ADDITIONAL ASBESTOS AND HAZARDOUS MATERIAL ABATEMENT THAT WE HAD TO DO ONCE WE CUT INTO THE WALL, ESPECIALLY FOR THE CONCESSION WINDOW TO THE OUTSIDE, AS WELL AS THE OUTSIDE DOOR, THAT WILL LEAD TO THE NEW ADA BATHROOM, WHICH WE WANTED. OUTDOOR ACCESS.

THE. AS SOON AS YOU TAKE ONE LAYER OF MATERIALS OFF, YOU FIND AN ADDITIONAL LAYER THAT DID COME UP IN TESTING AS HAZARDOUS. SO WE HAD TO DO ANOTHER ROUND OF ABATEMENT, WHICH MEANS ENCAPSULATING THE AREA, RUNNING, AIR MONITORING, RUNNING AIR CIRCULATION, AND DOING IT SAFELY. SO THAT CHEWED UP MOST OF THE ALLOWANCE. BECAUSE OF THAT WORK, WE HAD A LITTLE BIT OF ADDITIONAL DRYWALL THAT WE HAD TO DO TO FINISH UP THE NEW WALLS ON THE INTERIOR OF THE BUILDING, AND THEN WE HAD A FEW ADDITIONAL ITEMS AFTER THAT. SO THE NEXT ITEM WOULD HAVE BEEN WE HAD THE SHOWERS IN THE NEW LOCKER ROOM. THE SHOWER BASES WERE INTENDED TO BE BASICALLY THE STORE BOUGHT, READY TO INSTALL DROP INTO PLACE BASES. UNFORTUNATELY, TO DO THE FLOOR DRAIN, WE HAVE TO WORK BETWEEN THE JOINTS OF THE EXISTING FLOOR IN THAT AREA OF THE ARENA, AND THERE WERE ONLY CERTAIN GAPS IN THE FLOOR WHERE WE COULD PUT THE FLOOR DRAINS. THIS CAUSED THE FLOOR DRAINS TO BE SLIGHTLY OFF CENTER, WHICH MEANS YOUR STANDARD IN STOCK FLOOR WAS NOT WORKING FOR US. WE COULDN'T ALIGN THE TWO TOGETHER. SO WHAT WE DID WAS AN EPOXY POURED FLOOR, WHICH HAD AN ADDITIONAL COST TO IT. THEN WE HAD SOME MINOR CEILING ISSUES TO ADDRESS. WE HAD A SECTION IN THE PLANS THAT DID NOT SHOW A CEILING, AND I'LL POINT TO THE SKY ABOVE. THIS IS YOUR STANDARD ACOUSTICAL TILE CEILING. WHAT YOU SEE IN MOST MUNICIPAL BUILDINGS, SCHOOL BUILDINGS, EVERYTHING SUCH AS THAT. WE HAD A SECTION THAT DID NOT HAVE TILES COVERING IT, SO YOU WOULD HAVE SEEN ALL OF THE PIPING, ELECTRICAL DUCTWORK AND EVERYTHING ABOVE IT. THAT WAS JUST UNFORTUNATELY MISSING FROM THE PLANS. SO WE HAD TO ADD THE CEILING. AND THEN IN SEVERAL AREAS IN THE NEW CONCESSION AREA, WE HAVE TO WORK THE CEILING AROUND DUCTWORK, PIPES, ELECTRICAL SYSTEMS, EVERYTHING THAT WAS GOING ON. SO THE CEILING, INSTEAD OF UNFORTUNATELY, BEING A STRAIGHT TILE SYSTEM LIKE YOU WOULD SEE IN THIS ROOM, WE HAD TO WORK AROUND SOME FEATURES IN ORDER TO KEEP THE CEILING HEIGHT HIGH ENOUGH TO BE MORE OF A USABLE SPACE. YOU WANT TO BE SEVEN EIGHT FEET SOMEWHERE IN THAT RANGE, AND UNFORTUNATELY, IF WE WENT, IF WE DROPPED THE CEILING BELOW ALL OF THAT, THE CEILING WAS IF YOU'RE SIX FOOT SOMETHING, THE CEILING WOULD HAVE FELT A LITTLE BIT CLAUSTROPHOBIC, I THINK. SO WE WORKED THE CEILING AROUND THESE FEATURES INSTEAD, WHICH CAUSED US TO HAVE TO CHANGE THE GRID A LITTLE BIT AND WORK THROUGH THOSE ITEMS. I THINK THE CODE IS LIKE SEVEN FOOT TWO. SO YEAH. SO WE WERE AT SIX, EIGHT, I WANT TO SAY IN SOME AREAS AS ROUGH MEASUREMENTS, THIS WAS US JUST MEASURING BASED ON HOW THE ACOUSTICAL TILES HANG. SO WE DIDN'T FEEL THAT WAS PROPER THROUGHOUT, LIKE THE WHOLE CONCESSION ROOM. SO IN THE CONCESSION ROOM IT WILL GO DROP DOWN TO COVER PIPES AND DUCTWORK AND THEN GO UP TO ALLOW FOR THAT CLEAR SPACE. OKAY. SO THAT COVERS THE GENERAL UNDER THE PLUMBING. WE HAD THREE ITEMS UNDER THE PLUMBING THAT BECAME CHALLENGES THE GAS LINE. SO IN THE AREA AND THOSE MIGHT BE A LITTLE MORE FAMILIAR WITH THE ARENA.

AND THOSE MIGHT NOT BE WE ARE USING OLD STORAGE AREA. AND TO MAKE THE CONCESSION AND THE OUTDOOR BATHROOM. THAT MEANS A LOT OF THE PLUMBING IS NEW RUNS. SO WE HAD TO RUN GAS AND WATER FROM THE OTHER PARTS OF THE BUILDING INTO THIS SECTION. AND THERE WERE CERTAIN REQUIREMENTS, THE GAS LINE CONNECTION WHERE WE THOUGHT WE COULD DO IT, UNFORTUNATELY DROPPED FROM A THREE INCH LINE TO A TWO INCH LINE. TWO INCH LINE WAS NOT ENOUGH PRESSURE TO PROVIDE GAS TO ALL OUR NEW FEATURES, SO WE HAD TO GO FARTHER THROUGH THE BUILDING WHERE IT WAS STILL THREE INCH AND CONNECT FROM THERE. SIMILAR ISSUE HAPPENED WITH THE WATER LINE. IN ORDER TO GET A WATER LINE THROUGH THERE, AND THE WATER LINE IS RUNNING IN THE CEILING, WE HAD TO AVOID A FEW DUCTWORK. WE HAD TO AVOID THE NEW GAS LINE. WE HAD TO ALIGN THAT AND KIND OF GO THROUGH A FEW WALLS THAT WE WERE NOT ANTICIPATING WE HAD TO DO. WE THOUGHT IT WOULD BE A STRAIGHTER RUN, AND UNFORTUNATELY IT ENDED UP CRISSCROSSING AND KIND OF IT HAS MULTIPLE ELBOWS. NOW YOU HAVE TO INSULATE THOSE ELBOWS. SO THERE WAS A LITTLE BIT OF AN ADDITIONAL COST. THE LAST ITEM UNDER THE PLUMBING WAS RIGHT WHERE THE CONCESSION WINDOW IS ALSO HAPPENS TO BE THE HOSE BIB. SO WHERE YOU CAN PLUG YOU ALL HAVE THEM IN OUR HOMES, YOU CAN PLUG A STANDARD HOSE FOR WATERING AND SO ON WAS LITERALLY RIGHT UNDER THE WINDOW. SO IF YOU ARE A CUSTOMER AT THE CONCESSION WINDOW, YOU HAVE THE HOSE BIB BASICALLY HITTING YOU IN THE KNEES. SO WE MOVED THAT OVER TO THE ADJACENT WALL ON THE

OUTSIDE OF THE BUILDING. OKAY. SO THOSE ARE WHERE YOU SEE THAT 20,000 AND THAT 11,000 THAT IS EXTRA REQUESTS FROM OUR CONTRACTORS, WHICH WE FEEL WAS COMPLETELY NECESSARY. AND PART OF THE PROJECT. THEN UNDER THE MECHANICAL WE DID CHANGE THE H THE HEATING UNITS IN THE LOCKER ROOMS, BECAUSE THE UNITS WE WERE SUPPOSED TO HAVE HAD, I BELIEVE IT WAS A 22 WEEK LEAD TIME, WHICH WOULD HAVE RUINED THE SEASON AND THE USE OF LOCKER ROOMS. SO WE FOUND A DIFFERENT UNIT THAT WAS A LITTLE MORE EXPENSIVE, BUT WE WERE ABLE TO COVER THAT ENTIRELY IN THE ALLOWANCE, SO THERE WAS NO EXTRA AS FAR AS THE MECHANICAL CONTRACT FOR THE ELECTRICAL CONTRACT, THEY MOVED A FEW SWITCHES, A FEW OUTLETS. THE LOCATION OF SOME OF THE LIGHTS HAD TO BE ADJUSTED, BUT THEY HAVE SO FAR ONLY ASKED FOR ABOUT 4500, MEANING THAT THAT ALLOWANCE IS STILL GOT SOME VALUE TO IT. THAT WE'RE ABLE TO BALANCE OUT THE PROJECT AS BEST WE CAN. SO ALL OF THAT PUT TOGETHER LEAVES US WITH JUST UNDER $27,000 THAT IS NOT CURRENTLY AUTHORIZED BY THIS BOARD. AND I'M REQUESTING THAT TONIGHT, IN ORDER TO COMPLETE THIS PROJECT, WHICH AS OF RIGHT NOW IS SUPPOSED TO COMPLETE BY FRIDAY.
