SO OUR PROJECT IS PROPOSING A BRAND NEW BUILDING FOR SLADE PARK, WHICH IS IN THE CENTER. IF YOU'RE FAMILIAR WITH SLADE PARK AREA, IT'S A NICE LITTLE RESPITE IN THE MIDDLE OF THE FAIRGROUNDS, AND IT CURRENTLY CONTAINS STARTING FROM THE LEFT, EXCUSE ME, FROM THE RIGHT, WHICH IS THE NORTH END OF IT, THE FIREMAN'S BUILDING. THEN THEY HAVE THE NEW YORK STATE POLICE BUILDING. THERE'S A RAPPELLING TOWER RIGHT NEXT TO THE THE BUILDING. A LOT OF FOLKS ENJOY THAT DURING THE FAIR. AND THEN YOU HAVE A MARKETPLACE BUILDING, AND WE THEN HAVE THE GRANGE BUILDING. AND THEN A LITTLE BIT FURTHER SOUTH IS THE HISTORICAL BUILDING. NOW, MOST OF THESE BUILDINGS ARE USED IN THIS IN THE CENTER OF THE AREA 12 MONTHS OF THE YEAR. SOME ARE NOT. THE FIREMAN'S BUILDING IS NOT. NEITHER IS THE HISTORICAL BUILDING. SO RECENTLY THEY HAD PLANTASIA AT THE FAIRGROUNDS.

PLANTASIA IS AN EVENT THAT TOOK NOT ONLY THE EVENT CENTER, BUT IT TOOK THE GRANGE BUILDING AND THE NEW YORK STATE TROOPERS BUILDING TO ACCOMMODATE ALL THE VENDORS FOR USE. SO WHAT WE'RE DOING HERE TODAY IS PROPOSING A NEW BUILDING THAT WILL SUPPLEMENT SOME OF THE OTHER

ONES. IT'S A MID-SIZE STRUCTURE. WE'RE TALKING ABOUT 28 30,000 SQUARE FOOT BUILDING, EXCUSE ME, 32,800FT■!S. AND WE HAVE A COUPE OF BUILDINGS THAT HAVE OUTLIVED THEIR USEFUL LIFE. THEY NEED A LOT OF TENDER LOVING CARE AND A LOT OF MONEY RIGHT NOW TO GET THEM BACK UP TO WHERE THEY NEED TO BE. SO THE IDEA IS TO TAKE A FEW OF THESE BUILDINGS OUT OF PLAY AND PLACE A NEW BUILDING INTO THE FAIRGROUNDS THAT WILL PROVIDE THEM A MEDIUM SIZED STRUCTURE TO HELP SUPPLEMENT OCCASIONALLY, BUT ALSO PROVIDE SPECIFIC EVENTS FOR WHEN THEY DON'T NEED A BUILDING AS LARGE AS THE EVENT CENTER. 70,000FT■S OF SPACE. OKAY, SO JUST TO GET A LITTLE BIT OF ACCOMMODATION OR AREA, EVERYBODY KNOWS WHERE THE CASINO AND THE EVENT CENTER IS, RIGHT? SO IT'S A LITTLE BIT FURTHER SOUTH, OF COURSE, WHERE THE BLOB IS. THE FAIRGROUNDS DOES HAVE A VERY SPECIFIC DISTRICT ACCOMMODATING FOR THEM AND THEM ALONE IN YOUR COMMUNITY. IT'S VERY HELPFUL FOR DISTINGUISHING FAIR AND NON-FAIR EVENTS. THIS BUILDING WILL BE BOTH FAIR AND NON-FAIR TYPE OF AN EVENT BUILDING. SO THEY'LL HAVE, AS I MENTIONED, MAYBE A PLANTASIA OR SOMETHING ELSE GOING ON IN IT.

THEY WILL HAVE CONFERENCES IN IT, SAME TYPE OF EVENTS THAT YOU HAVE ALL YEAR LONG. AND WHEN THE FAIR COMES UP, INDIVIDUAL VENDORS DURING THOSE ITEMS AS WELL. SO SINCE WE'RE SO FAR FROM THE ROADS WE MEET ALL THE BUILDING SETBACKS, WE MEET THE HEIGHT REQUIREMENTS FOR YOUR BUILDING AND SIGNAGE IS A SPECIFIC REGULATION. IT'S REQUIRES ANYTHING WITHIN 250FT TO COME BACK BEFORE YOUR BOARD. WE'RE PAST THAT, OF COURSE. WE'RE ABOUT 1200 FEET FROM THE NEAREST PROPERTY LINE. SO AGAIN TOWARDS THE RIGHT HAND SIDE YOU HAVE THE FIREMAN'S BUILDING. AND THE NEXT IS WHAT WE CALL THE OLD WOOD CARVERS BUILDING. IT'S A DASHED OUTLINED BUILDING THAT'S BEEN GONE FOR A FEW YEARS. RIGHT? IT WAS USED TO BE A TWO STORY BUILDING, THEIR WOOD FRAME STRUCTURE. THE NEXT BUILDING DASHED OUTLINED. THAT IS THE NEW YORK STATE TROOPERS. IT'S NOT USED EXCEPT FOR A COUPLE VERY MINOR EVENTS. AND DURING THE FAIR, THE TROOPERS TAKE CARE OF IT AND OPERATE IT. WE'VE BEEN COORDINATING WITH THOSE FOLKS, AND WHAT WILL HAPPEN IS THEY'LL HAVE A PRESENCE INSIDE THIS NEW BUILDING DURING THE FAIR TIME. SO THEY HAVE A PLACE TO BE, ESPECIALLY WHEN WE'RE DOING SOME WORK IN CONSTRUCTION. THERE'S A TINY LITTLE SQUARE IN THE LOWER LEFT CORNER OF THE NEW STRUCTURE. THAT'S WHERE THE RAPPELLING TOWER IS. WE WILL BE TAKING THAT DOWN AS WELL. NEXT TO IT IS THE MARKETPLACE BUILDING GOING TO THE LEFT. THAT'S A 10,000 SQUARE FOOT BUILDING. IT'S GOT TWO LITTLE PEAKS ON IT. YOU MAY HAVE SEEN IT IN THE PHOTOGRAPHS. IT NEEDS A LOT OF WORK, NEW ROOFS, THAT SORT OF THING. AND IT'S UNDER SIZE FOR THEIR NEEDS. THERE'S ALSO A VERY SMALL TEN FOOT WIDE CORRIDOR THAT CONNECTS THAT BUILDING TO THE GRANGE BUILDING.

MARKETPLACE HAS NO PLUMBING, IT HAS NO TOILET ROOMS. THEY'RE PROBABLY LUCKY IT HAS HEAT, THERE'S NO AIR CONDITIONING IN IT, THAT SORT OF THING. THE GRANGE BUILDING NEXT TO IT, BUILT IN THE 1960S. GREAT PIECE OF ARCHITECTURE THAT WILL STAY. SO WE'RE BOOKENDING THOSE TWO

SO THOSE WILL BE MODIFIED AS WELL BECAUSE THEY'RE ALL UNDERNEATH THE BUILDING. AND BY THE WAY, THERE'S UTILITIES THAT GO THROUGH HERE TOO, OF COURSE. SO WE'VE GOT TO ADDRESS THOSE.

SO WE HAVE A NICE ALIGNMENT THERE FOR CIRCULATION. SO IF THERE IS A CONNECTED EVENT, IT'S A STRAIGHT PATH FOR PEOPLE TO GO.

IF THEY'RE NOT FAMILIAR WITH IT, IT ALSO WOULD BE VERY GOOD DURING THE FAIR TIMES. THE CIRCULATION NODE ALSO HAS A DIRECT PATH TO THE BUILDING ABOVE IT, THE EXPO HALL. SO THAT'S THE ONE WHERE IF YOU'RE IN THE FAIR, I THINK THE LAST FEW YEARS THE USA MADE PERSON AND THE LOTTERY FOLKS ARE IN THAT BUILDING. OKAY, SO THERE WILL BE A DIRECT CIRCULATION PATH THERE AS WELL. AND WE'VE CREATED A FEW OTHER LITTLE PATHS AROUND HERE THAT IS VERY MINDFUL OF THE TREES THAT ARE PRESENT. SO WE'LL BE TAKING CARE OF THAT. AND THEN YOU CAN SEE THE NEW STRIPING ALONG THE EDGE. THE IDEA IS TO PUT A CONCRETE WALKWAY ALONG THERE.

SO WE HAVE CONNECTABILITY TO ALL THESE BUILDINGS FROM THERE. PLUS WE WILL HAVE PEDESTRIAN CIRCULATION IDENTIFIED IN THE PARKING LOT TO HELP FOLKS WHEN WE'RE HAVING EVENTS IN THIS AREA. AND WHEN YOU'RE LOOKING AT THE CASINO, IF YOU EVER LOOK ON THAT SIDE OF THE CASINO, IT'S THE BACK SIDE. THEY HAVE ALL KINDS OF MECHANICALS BACK THERE TOO. SO THAT'S SORT OF THAT NODE OVER THERE. AND THE ONLY BUILDING IN BETWEEN THAT IS A SMALL BATHROOM THAT'S IN THERE.

SPEAKING OF BATHROOMS, ON OUR LOWER RIGHT HAND CORNER, WE WILL HAVE OUR TOILET ROOMS FOR

THIS FACILITY. WE WILL HAVE A SEPARATE ENTRANCE FROM THE OUTSIDE. SO WHEN DURING THE FAIR TIME, FOLKS DON'T HAVE TO COME IN AND OUT THE BUILDING TO USE THEM, THERE'LL BE A LARGE QUANTITY OF THEM. THERE IS OFTEN DIRECTLY ACROSS THE WAY A SEPARATE TRAILER THAT'S USED, THAT'S SOMETIMES DIFFICULT FOR PEOPLE TO GET UP AND DOWN THE STEPS, THAT SORT OF THING THAT THEY BRING IN. IT'S GREAT FOR TEMPORARY USE, BUT THIS WILL NEGATE THAT NEED FOR THE FAIR.

SO IT'LL HELP THEM LONG TERM, COST WISE, PUTTING THEM ALL WITHIN THE BUILDING, MAINTAINING THEM MUCH EASIER FOR THEM AS WELL. I'LL SHOW YOU THE THE PLAN A LITTLE BIT FOR YOU. OKAY, SO WHAT WE'VE WORKED WITH IS WE DID SIT DOWN WITH SOME VERY GOOD CONTRACTORS, AND WE'RE LOOKING AT ABOUT A 14 MONTH SCHEDULE TO BUILD THIS BUILDING, MAYBE 16 MONTHS, DEPENDING ON THE WEATHER, THINGS LIKE THAT, THAT HAPPEN. SO AFTER THE FAIR OF THIS YEAR, WE WOULD PLAN TO START CONSTRUCTION OF THE UTILITIES AND DEMOLISHING SOME OF THE BUILDINGS. AND WE WOULD START WITH THE STATE POLICE BUILDING AND RECONFIGURE THE UTILITIES, GET THEM OUT OF THE WAY WHERE THE NEW BUILDING IS, MAKE SOME CONNECTIONS GO, AND THAT'S UP IN THE UPPER RIGHT CORNER. THE NEXT PANEL TO THE RIGHT UPPER, EXCUSE ME, THAT'S UP TO THE UPPER LEFT. TO THE UPPER RIGHT CORNER IS WHEN THE FAIR ACTUALLY HAPPENS. FOR THOSE WEEK AND A HALF, WE'RE JUST GOING TO TAKE THAT CHAIN LINK FENCE BECAUSE IT WILL BE COMPLETELY ENCLOSED. WE DON'T WANT, YOU KNOW, TO HAVE TO WORRY ABOUT PUBLIC AND CONSTRUCTION. AND WE WILL THEN BRING THAT IN TIGHT TO THE BUILDING. SO THE MARKETPLACE BUILDING EXISTS, THE FIREMAN'S BUILDING EXISTS, AND WE WILL JUST HAVE AN ENCLOSURE AROUND HERE FOR THE DURATION OF THE FAIR. SO WE DO NEED TO GET SOME CLARIFICATION FROM THE COUNTY ON THAT AS TO WHERE THEY WILL BE REQUIRING THIS EASEMENT. AND THEN THE OTHER QUESTION IS HOW WIDE THE EASEMENT IS. ERIE COUNTY GUIDELINES GO BY. THE DEPTH OF THE SEWER DETERMINES THE WIDTH OF THE EASEMENT. ANYTHING 11FT AND SHALLOWER REQUIRES A 20 FOOT EASEMENT. ANYTHING DEEPER REQUIRES A 30 FOOT EASEMENT. THE WOODLAWN SEWER VARIES FROM SEVEN AND A HALF TO 10.5FT DEEP. SO IN OUR OPINION, AND BASED ON THE COUNTY'S GUIDELINES, THAT WOULD ONLY REQUIRE A 20 FOOT WIDE EASEMENT. SO THIS IS SOMETHING WE ARE GOING TO CLARIFY WITH THE COUNTY. BUT NEVERTHELESS, WE ARE OKAY WITH, YOU KNOW, HAVING TO, YOU KNOW, ADHERE TO WHATEVER DECISION WE COME TO. WE WILL WE'RE FINE WITH HAVING AN EASEMENT WITH REGARDS TO THAT SEWER. THE SECOND THING IS AN OUT OF DISTRICT SEWER AGREEMENT. THE COUNTY'S THRESHOLD FOR THAT IS 25 GALLONS PER DAY. OUR, I'M SORRY, 2500 GALLONS PER DAY. OUR PROPOSED DEVELOPMENT BASED ON NEW YORK STATE DC GUIDELINES FOR DETERMINING ANTICIPATED SEWER FLOW IS 1200 GALLONS PER DAY. SO AGAIN, THAT'S ANOTHER POINT THAT WE WILL CLARIFY WITH THE COUNTY AND GET THAT CLEARED UP. IT'S LIKELY THEY HAVEN'T SEEN OUR SEWER CALCULATIONS, BUT WE WILL PROVIDE THEM TO THEM AND JUST GET CONFIRMATION THAT THE DOWNSTREAM SEWER CAPACITY ANALYSIS IS NOT REQUIRED. AND AGAIN, THIS IS USUALLY SOMETHING THAT COMES MUCH LATER IN THE PROCESS DURING ONCE WE HAVE FULLY ENGINEERED PLANS, ONCE WE HAVE A UTILITY PLAN, ONCE WE HAVE AN ENGINEER'S REPORT WITH ALL OF OUR UTILITY DEMAND CALCULATIONS.
