AND WHEREAS THE CONTRACT REQUIRES THE RELOCATION OF THE EXISTING FLAGPOLES IN FRONT OF TOWN HALL, AND THE TOWN HAS DETERMINED THAT THE SMALLER 20 FOOT FLAGPOLE SHOULD BE REPLACED WITH A 30 FOOT FLAGPOLE, AND ONE NEW 30 FOOT FLAGPOLE SHOULD BE INSTALLED UNDER THE PROJECT.WHEREAS LOUIS DEL PRINCE HAS PROVIDED A CHANGE OF ORDER CHANGE ORDER FOR THIS MODIFICATION AT A COST OF $6,260. THAT YIELDED ONLY A VERY SMALL INCREASE IN THE PREMIUM STRUCTURE WITHOUT THE THE SIGNIFICANT HIT TO THE BUDGET THAT WE WOULD HAVE TAKEN OTHERWISE. AND SO WE DID HAVE A REPORT EARLIER AT THE WORK SESSION FROM OUR INSURANCE CONSULTANT, WHICH WAS A VERY GOOD REPORT. WE'VE GOT CLAIMS, VERY SIGNIFICANT IMPROVEMENT IN CLAIMS, AGAIN, WITH THE ASSISTANCE OF A LOT OF PEOPLE, INCLUDING MANY OF THE DEPARTMENT HEADS HERE TONIGHT. AND ALSO THE RESULT OF THAT IS THAT THIS YEAR, OUR INSURANCE PROGRAM WILL STAY ALMOST EQUAL. WE HAVE A SLIGHT 6.45% INCREASE, WHICH, IN LIGHT OF THE CURRENT RATES INCREASES IN THE MARKETS, IS REALLY ACTUALLY SIGNIFICANT AND EXCELLENT. SO WE HAVE POSITIONED OURSELVES GOING FORWARD. YES, WE WANT THAT, BUT WE WANT THE LOOK AND FEEL OF IT TO BE A PLACE WHERE PEOPLE WANT TO STROLL, WANT TO BE, WANT TO HANG AROUND. SO WE CAME UP WITH AN OVERALL LAND USE PROGRAM.

AND THEN FURTHER TO THE WEST, THERE'S OTHER TYPES OF USES WE'VE HEARD FROM THE COMMUNITY, DESIRE FOR COMMUNITY USES. SO WE HAVE SPACE WITHIN THERE FOR TYPES OF ATHLETIC FIELDS OR FACILITIES, DIFFERENT TYPES OF RESIDENTIAL MIXED USE DEVELOPMENTS, DIFFERENT TYPES OF OPEN SPACE, ALL WITH WITHIN THE CONTEXT OF DIFFERENT TYPES OF PUBLIC REALM IMPROVEMENTS.
AND WE WANTED TO ENSURE SENSITIVITY TO THE NEIGHBORS BECAUSE THERE ARE ADJACENT RESIDENTIAL COMMUNITIES. AND SO WE'VE INCLUDED DIFFERENT TYPES OF BUFFERING FROM TO, TO SORT OF PROVIDE THAT TYPE OF COMFORT AND PROTECTION. SO THAT PART OF THE REGULATIONS STATE THAT THE APPLICANT HAS TO COME BEFORE THE BOARD FOR A SPECIAL USE PERMIT. THEY HAVE TO CREATE A COHESIVE CONCEPT PLAN DEVELOPMENT PLAN, AND THE ONUS IS ON THEM TO SHOW WHY THAT ZONING IS GOING TO HELP IMPLEMENT OR SORRY, WHY THAT PLAN IS GOING TO HELP IMPLEMENT THE VISION THAT WAS PART OF OF THE STADIUM IMPACT AREA PLAN. WE WANTED TO ALLOW, AGAIN, FLEXIBILITY IN THE ZONING FOR THEM. SO WE DIDN'T WANT TO BE OVERLY RIGID. BUT AT THE SAME TIME, THERE WERE A NUMBER OF ELEMENTS THAT WE KNEW THAT THE COMMUNITY WANTED. SO WE PUT THOSE IN AND THOSE WERE THINGS SUCH AS HEIGHTS, THE THE NATURE OF THE DIFFERENT ROADWAYS THAT WILL LIKELY BE CREATED, AS WELL AS THE TYPES OF THINGS THAT WE KNOW WE DON'T WANT. SO THESE KIND OF THE LIST WAS ALREADY MENTIONED, BUT THINGS LIKE AUTO BODY SHOPS, CAR WASHES, STRIP MALLS, THERE'S NOTHING AGAINST THOSE. SO THINGS SUCH AS HAVING SHUTTLE BUSSES OR ALLOWING FOR THE ATHLETIC FIELDS AND FACILITIES, WHICH AGAIN, COULD BE A COMPLEMENTARY USE. IT COULD MAKE SENSE THERE AS WELL.
